More than 10 km dike line "missed appointment" due to 150 m obstacle
The project to urgently handle the Ta Nghen dyke section through the old Loc Ha district (now Thach Ha district) was approved by the Provincial People's Committee for investment in 2021 with a total investment of 182 billion VND. This dyke section is more than 10 km long, with construction time from January 2022 to January 2024, but it has not yet been completed. The reason for this "missed appointment" is that the 150m section through Xuan Hoa residential area has stopped construction due to site clearance problems.

Mr. Vo Xuan Mai - Officer of the Management Board of Construction Investment Project of Thach Ha district said: "The dike section through Thach Ha district is being constructed by Nhu Nam Company Limited. Up to now, the entire route has only 500 m2 that cannot be constructed due to land issues. This not only affects the progress, functionality, and safety of the project, but also affects the payment and settlement work, paperwork and incurs many other costs."
Currently, the “bottleneck” is the pond and the high-tech white-leg shrimp farming net houses of Mr. Tran Van Minh and Mr. Tran Van Duc in Xuan Hoa residential area. The dike is interrupted, so heavy-duty vehicles cannot pass through (the dike surface is designed as a traffic road, a rescue road), motorbikes traveling on the temporary dike section are not safe, the surrounding landscape and environment are affected...
Due to the unfinished construction, this important dike has not been able to fully utilize its functions and objectives as when the investment policy was approved. Accordingly, the Ta Nghen dike system has not been closed, leading to the flood control and tide prevention works (directly protecting the lives and property of about 10,000 people) not being able to effectively operate, and the 49 hectares of production land within the dike have not been well protected...

Efforts to untie the knot
The reason for the interruption in construction is that the compensation work for site clearance encountered many difficulties and complications. Accordingly, in the period of 2013 - 2021, the People's Committee of Thach Bang commune (then Loc Ha town) leased land for aquaculture without authority. When the contract expired (in 2017), the local government did not terminate the contract but continued to collect annual land rent from households. Although there were no longer land lease contracts, households continued to invest in infrastructure for high-tech aquaculture.

Mr. Tran Van Minh said: “In 2017, my younger brother and I invested in 4 net houses to raise high-tech white-leg shrimp in cement tanks, each house costing about 400 million VND. To implement this project, we lost about 500 m2 of farming land and 2 net houses. Because of the large investment, and the annual land rent payment to the town, when the land is cleared, we want to be supported with funding to renovate the ponds and assets on the land."
To have a site for the construction project, from 2021 to present, Loc Ha district, later Thach Ha district and relevant departments and agencies have organized many inspections and work sessions. On March 10, 2025, the Department of Agriculture and Environment issued Document No. 116/SNNMT-QLDD on handling backlogs and problems in compensation and support for site clearance to implement the project of Loc Ha district People's Committee, now Thach Ha district People's Committee, to the Provincial People's Committee, which clearly stated the cause, responsibility and direction of handling the case.
Document 116 clearly states: The commune level was irresponsible, leased land without authority, violated the 2013 Land Law, and the land lease contracts with households were not strict, and were not liquidated upon expiration. The district People's Committee was irresponsible in inspecting, supervising, and guiding the commune and households in land leasing; allowing land leasing without authority to occur for a long time without taking measures to prevent or handle it...

To untie this "bottleneck", on April 11, 2025, the Provincial People's Committee issued Document No. 2163/UBND-NL1 on other support for compensation and site clearance for urgent projects on the Ta Nghen dike... According to the provincial directive, the People's Committee of Thach Ha district is allowed to use the compensation, support and resettlement funds of this project to support 60% of the value of the affected works. Payment must be timely, in accordance with regulations, ensuring progress, absolutely not allowing complaints and lawsuits to arise during the implementation process...
Mr. Nguyen Van Sau - Vice Chairman of Thach Ha District People's Committee said: "We are conducting an inventory and assigning Loc Ha town to determine the time of formation of assets on the land to have a basis for support, then we will carry out other tasks in order. This cannot be completed before merging communes and dissolving the district, so we are also building documents and plans to hand over to the new commune for further processing."
