Paying in cash has long been a habit of Mr. Nguyen Van Trung (60 years old, residing in Bau Am village, Luu Vinh Son commune, Thach Ha). It is worth mentioning that in the near future, he still has no intention of changing the payment method when purchasing goods and using services.
Mr. Trung shared: “Although we have been informed by the authorities about using digital banking and cashless payments, due to our old age, not having a smartphone and living in a rural area, we are reluctant to change our payment methods.”
Not only Mr. Trung but many people in Ha Tinh have not yet accessed modern payment methods. For them, cash payment is still the only option. From here, it leads to people not being able to experience the convenience of online payment and banks also incur costs and human resources to serve people in cash transactions.

According to the State Bank of Vietnam (SBV) Region 8, from the beginning of 2025, the unit has promptly deployed documents and regulations of the Government , the State Bank of Vietnam and the People's Committee of Ha Tinh province on the implementation of the Digital Transformation Plan in 2025 in the area to credit institutions. Accordingly, the unit has coordinated with relevant departments, branches and units to direct credit institutions in the area to promote the implementation of non-cash payments.
However, the results achieved are not high, only a part of the people (mainly in cities, towns, townships, and townships) use the service. In particular, the rate of cash use in consumer payments by people and businesses is still high, especially in the health sector. Specifically, online hospital fee payment in Ha Tinh currently only reaches 38.03% of the total hospital fee payment amount. With this result, to complete the goal of online hospital fee payment of 50% of the total hospital fee payment amount by the end of 2025, there are still many challenges.

Ms. Hoang Thi Ngoc Thao - Head of Customer Service Department (Vietcombank Ha Tinh) said: "To encourage customers to pay via bank accounts, Vietcombank has invested in technology, launched a digital bank with modern transactions, easy to operate; increased the signing of payment linkage contracts via banks with Ha Tinh Electricity Company, Ha Tinh Water Supply Joint Stock Company, schools, hospitals...; exempted and reduced fees related to non-cash payments... The branch is serving more than 350,000 customers, but only about 50% of customers use non-cash payments; mainly young people (under 40 years old) and in urban areas, towns, townships... A segment of customers in rural areas, low economic conditions, the elderly... have limited access to and use of cards, banking services; many parents of students, pensioners, and beneficiaries in rural areas, remote areas do not have bank accounts".
Recently, BIDV Cam Xuyen (under BIDV Nam Ha Tinh) has also implemented synchronous solutions to encourage customers to use online payments, but the results are still not as expected.

Mr. Tran Van Su - Director of BIDV Cam Xuyen said: “BIDV has actively participated in the digital transformation festival of localities; coordinated with the People's Committees of communes and towns in the area to organize many propaganda and promotion campaigns at business locations, QR code coverage to expand the network of customers accepting cashless payments..., however, the rate of people using this service is still modest. As a result, people cannot experience the conveniences that modern payment services bring and banks also incur additional costs and human resources to meet people's cash withdrawal and payment requirements".
According to the reflection, the reason for the low rate of online payment, especially hospital fee payment in Ha Tinh, is that most people still have the habit of managing and using cash in shopping; they are not interested in and are not fully aware of the benefits of cashless payment; hospitals and medical facilities have not encouraged patients to pay online, and most of the patients coming to district hospitals for examination and treatment are elderly and do not know how to operate digital banking.
In addition, the network of transaction offices and payment infrastructure of credit institutions are mostly concentrated in densely populated areas; rural, remote and isolated areas have slow development speed. E-commerce infrastructure in some mountainous areas is uneven, there are no tools for people to make cashless payments. In addition, currently, some newly issued tax policies, the understanding of business owners is not complete, so the increased demand for cash transactions also makes it difficult to cover "online" payments.

To effectively implement the Digital Transformation Project in Ha Tinh province for the period of 2021-2025 according to Decision No. 424/QD-UBND dated February 18, 2022 of the Provincial People's Committee, all levels and sectors need to continue to synchronously and effectively deploy solutions to increase the rate of people using online payments. Accordingly, continue to perfect the legal corridor, build mechanisms and policies, facilitate the digital transformation of banking activities; promote non-cash payments based on technology application, facilitate people in rural, remote and isolated areas to access services.
At the same time, strengthen the security and safety of electronic payments; effectively deploy important payment systems and operate intermediary payment service providers in accordance with regulations; promote propaganda to attract people's attention and change traditional consumption habits; pay attention to investing in e-commerce infrastructure in rural and mountainous areas... Credit institutions continue to open more transaction office networks and payment infrastructure, especially in rural, remote and isolated areas... to create favorable conditions for people to access digital banking.
