Mr. Tran Quoc Viet, Director of Risegate Blockchain Technology Joint Stock Company, cited the Prime Minister's Decision No. 1236/QD-TTg approving the National Strategy on application and development of blockchain technology to 2025, with a vision to 2030.
This is an important legal foundation, paving the way for localities like Da Nang to build their own blockchain ecosystem, aiming to develop new fields such as digital assets and land management using blockchain technology.
“Nurturing startup projects, creating a friendly testing environment and appropriate incentive policies will be the key to promoting a wave of investment in the local blockchain sector,” said Mr. Viet.
In fact, Da Nang is one of the most dynamic localities in issuing policies to support startups.
Mr. Vo Duc Anh, Deputy Director of the Danang Center for Supporting Innovative Startups, said that the city has developed more than 30 preferential policies on taxes, land rental, and shared infrastructure support at Software Park No. 2, to encourage innovative businesses.
“The theme of SURF 2025 is ‘Policy Launchpad – Nurturing Unicorns’, reflecting the city’s clear direction in creating a sustainable technology startup ecosystem. Sandbox is a completely new mechanism, so in addition to promoting innovation, the city is also carefully researching to build a risk control policy, ensuring a balance between experimentation and effective management,” Mr. Vo Duc Anh emphasized.

Mr. Nguyen Hoai Tuong, Director of Digital Transformation and Director of Big Data and AI Center, affirmed that the application of blockchain not only helps improve transparency and security in data management, but also opens up a new approach in operating public services.
However, to make it a reality, according to him, localities need to deploy specific experimental models. One of the effective approaches is to apply the sandbox model - a controlled experimental mechanism.
Although there are plans for this mechanism, specific activities are still limited. Therefore, presenting practical problems and challenges and assigning startups to solve them would be a feasible direction.
This approach both promotes innovation in the startup community and helps the city find solutions that are close to needs and easy to implement in practice.
As a business that is implementing blockchain applications in practice, according to Mr. Le Anh Quoc, Operations Director of AlphaTrue Solutions Joint Stock Company, many places such as Japan, Hong Kong, Taiwan or Switzerland have applied this technology in land and infrastructure management and recorded outstanding efficiency.
Thanks to blockchain, the process of issuing and authenticating real estate documents can be shortened from several months to just two weeks, while ensuring transparency and immutability of data.
Mr. Quoc said that the important thing for this technology to be effective is to have a clear mechanism, especially in areas such as cross-border payment and asset digitization. If applied to public service systems such as urban management, infrastructure through blockchain platforms and monitoring systems, the effectiveness will be even more obvious.

Notably, AlphaTrue is one of the few units that have successfully tested cross-border payment products within the sandbox framework of Da Nang City.
Mr. Quoc assessed that this is a great advantage of the locality.
“Compared to Hanoi and Ho Chi Minh City, Da Nang has a clear advantage in blockchain implementation thanks to its open mechanism, proactive early connection with technology enterprises and daring to experiment. The city can absolutely become a model of digital governance in Vietnam if it maintains this direction,” Mr. Quoc shared.
