Pursuant to Decision No. 1501/QD-BQP dated April 11, 2025 of the Minister of National Defense (MND) promulgating the Plan to implement the Project on restructuring military enterprises for the period 2021 - 2025, the General Department of HC-KT has presided over and coordinated with relevant agencies and units to actively implement assigned tasks. Specifically, regarding the adjustment and restructuring of technical assurance enterprises (TEA), based on the reality and requirements of the TEA task in the new situation, the General Department of HC-KT has submitted a report proposing a plan for adjustment and restructuring, currently awaiting approval by the Ministry of National Defense.

The adjustment and arrangement plan ensures systematicity and synchronization, helping to maintain a complete 3-level (strategic - operational - tactical) BĐKT system, overcoming the lack of strategic-level BĐKT facilities in key regions; meeting the requirements of combat readiness tasks, keeping repair factories in the Technical sector to ensure timeliness and mobility in sudden and combat tasks; suitable for specialization, avoiding merging units with too different technological chains and functions and tasks, helping units focus on core competencies.

Regarding the completion of the Project on restructuring 4 affiliated enterprises, the General Department of HC-KT has been assigned to preside over the completion of the Project on restructuring 4 affiliated enterprises in the first quarter of 2025. Up to now, the General Department has completed the content of the Project for all 4 enterprises based on the comments of the competent agencies under the Ministry of National Defense, and is currently submitting it to the Ministry of National Defense for approval. The General Department will direct the enterprises to implement the contents of the Project after being approved by the Minister of National Defense.

Speaking at the conference, Major General Nguyen Trong Thien requested the Finance Department to report to the Head of the Ministry of National Defense for consideration and submission to the Prime Minister for approval of the plan to adjust the enterprises of the economic sector to organize the implementation of the next steps; regarding the Project to restructure 4 enterprises under the General Department, the enterprises have completed the Project to report to the Ministry of National Defense, the General Department of HC-KT requested the Finance Department to promptly report to the Head of the Ministry of National Defense for approval of the project for the enterprises to implement.

Concluding the conference, Major General Dao Minh Dao highly appreciated the determination and positive results in implementing the Project on restructuring military enterprises in the period of 2021 - 2025 of the General Department of Administration and Finance. To ensure the progress of the Project in the coming time, Major General Dao Minh Dao requested the General Department of Administration and Finance to continue to direct enterprises to actively coordinate directly with the functional agencies of the Department of Finance to quickly remove obstacles, solve difficult problems, quickly develop feasible adjustment and arrangement plans...

The project to restructure military enterprises for the period 2021 - 2025 has been approved by the Prime Minister in Decision No. 66/QD-TTg dated June 21, 2024, with the goal of reorganizing, streamlining, and rationalizing the structure of military enterprises. Under the direction of the Head of the Ministry of National Defense, the General Staff, the Department of Economics (now the Department of Finance) of the Ministry of National Defense has chaired and coordinated with relevant agencies and units to develop a Plan, relevant documents and seek opinions from agencies and units. Accordingly, the reorganization of military enterprises will be divided into stages and pilot mergers will be implemented first in a number of enterprises. After that, a summary will be conducted, lessons learned, and the merger of the remaining enterprises will be implemented. The implementation process will strictly comply with the Prime Minister's Decisions, the Resolution of the Central Military Commission and other provisions of law...
