Implementing regulations on decentralization of education management

On July 31, the Khanh Hoa Department of Education and Training sent a document to the People's Committees of communes, wards, and special zones; and public service units under the Department regarding the implementation of circulars of the Ministry of Education and Training when implementing the two-level local apparatus. In particular, there is Circular No. 15 dated July 24, 2025 guiding the functions, tasks, and powers of the Department of Education and Training under the People's Committees of provinces and centrally run cities and the Department of Culture and Social Affairs under the People's Committees of communes, wards, and special zones under provinces and centrally run cities in the field of education and training.

The circulars clearly define the functions and responsibilities between government levels in state management of education and training. In particular, the Department of Education and Training shall take the lead in implementing the provisions of the Law on Teachers, relevant legal provisions and decentralization of the provincial People's Committee in the recruitment, reception, mobilization, secondment and transfer of teachers, managers, civil servants and employees in public educational institutions in the province. Decide on the appointment of heads and deputy heads of public educational institutions under the state management of 2 or more commune-level administrative units. Organize the management of continuing education institutions (except community learning centers), vocational education institutions, high school education institutions, specialized education institutions and other educational institutions in the area. Direct and guide the work of enrollment, examination, issuance and revocation of certificates, diplomas, certificates, etc.

The Department of Culture and Society under the People's Committee of the commune, ward, and special zone is responsible for advising and assisting the People's Committee at the commune level in performing the state management function for: Preschool education, general education (preschools, primary schools, secondary schools, general schools with many levels of education with the highest level being secondary school), community learning centers.
