Ho Chi Minh City speeds up implementation of sidewalk fee collection

According to the plan, in early January 2024, Ho Chi Minh City will apply sidewalk toll collection on nearly 900 roads in 5 areas in the area. Most of the roads in the toll collection list have been marked. However, the implementation has not yet begun.

The Department of Transport of Ho Chi Minh City has just sent an official dispatch to localities regarding the collection of fees for temporary use of roads and sidewalks in Ho Chi Minh City.

Regarding the task of managing sidewalk fee collection, the City Department of Transport requests that localities promptly review, propose implementation costs and prepare annual budget estimates to send to the synthesis unit and the Department of Finance according to regulations.

Deadline for budget preparation and submission to Department of Transport is before March 15.

According to the Department of Transport's guidelines, sidewalks eligible for toll collection must be at least 3m wide, of which 1.5m is reserved for pedestrians. As for the roadway, after leaving at least 2 lanes for cars in one direction, the remaining area must be considered if it meets the conditions before organizing activities other than traffic purposes.

According to the licensing and fee collection procedures, the Department of Transport will be responsible for collecting fees on routes managed by this agency. Routes managed by districts will be implemented by the local authorities.

Area 1 has the highest fee for activities. In which, the fee for activities excluding parking and vehicle maintenance is 100,000 VND/m2/month for central routes, 50,000 VND/m2/month for the remaining routes.

The fee for parking and parking services in area 1 is 350,000 VND/m2/month for central routes and 180,000 VND/m2/month for the remaining routes.

For other areas, the fee for activities other than parking ranges from VND 20,000/m2/month to VND 30,000/m2/month for the central area and VND 20,000/m2/month for the remaining areas.

The fee for parking and parking activities ranges from 50,000 VND/m2/month to 100,000 VND/m2/month for central routes and 50,000 VND/m2/month to 70,000 VND/m2/month for other routes.

Ho Chi Minh City currently has 4,869 roads with a width of 5m or more, of which 2,271 roads have sidewalks, 929 sidewalks with a width of 3m or more with a length of 673.3km will be exploited. It is expected that the revenue will be about 1,522 billion VND/year (of which, revenue from sidewalks accounts for 63.8%).
