On the morning of July 24, at the 2nd session of the 10th term Ho Chi Minh City People's Council (2021-2026 term), the Ho Chi Minh City People's Committee submitted a report on the support regime for collaborators of the Urban Order Management Team and contracted workers in the staffing quota of the District Red Cross Society (old) who had to quit their jobs due to the implementation of the 2-level local government model.

According to the report, from July 1, 2025, district-level administrative agencies and organizations have ceased operations. This means that the Urban Order Management Team under the Economic - Infrastructure - Urban Department of the District People's Committee and the District Red Cross Society (formerly) will no longer operate.
To ensure the rights and recognize the contributions of this force, the Ho Chi Minh City People's Committee proposes specific support policies as follows:
Allowance of 3 months of current salary/wages to find a new job; allowance of 1.5 months of current salary/wages for each year of work. The salary level used as the basis for calculating the allowance includes the salary coefficient and allowances with social insurance contributions of the month immediately preceding the leave due to organizational restructuring.
The subjects of application are collaborators of the Urban Order Management Team, under the People's Committee at the district level (old); people who sign labor contracts within the staffing quota of the Red Cross Society at the district level (old).
According to the Ho Chi Minh City People's Committee, the total number of supported subjects includes 703 collaborators of the District-level Urban Order Management Team (old) and 154 people signed contracts within the staffing quota of the District-level Red Cross Society (old).
Based on a salary coefficient of 2.26 and an average working time of 20 years, the Ho Chi Minh City People's Committee estimates that the total budget needed to ensure support payments is more than 175.6 billion VND.
In the immediate future, the city has temporarily arranged for this force to work in wards, communes, and special zones while waiting for the regime to be resolved, in order to ensure psychological stability and create conditions for career change.
This is a force that has made many contributions to the management of urban order, construction, and social security at the grassroots level. Having timely support policies is to ensure rights and at the same time create consensus when the city enters the stage of fully operating the 2-level local government model.
