Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong has just concluded approving the Department of Construction's announcement of a list of 112 projects eligible for exemption from construction permits according to regulations.
The Department of Construction is also assigned to coordinate with relevant agencies and units to continue reviewing and announcing (phase 2) on July 15, 2025. At the same time, review other areas in the city ( Binh Duong , Vung Tau and Con Dao special zone) to continue announcing in the next phase the list of projects and areas eligible for exemption from construction permits according to construction law.
In addition, Vice Chairman Bui Xuan Cuong also assigned the Department of Construction to guide the People's Committees of wards and communes (related to the list of 112 projects mentioned above) to uniformly and synchronously implement the public posting of the List of projects that have met the conditions for exemption from construction approved permits, detailed plans at a scale of 1/500 (or master plan at a scale of 1/500 and architectural plans of the project) that have been or accepted by competent state agencies according to to regulations.
The Department of Agriculture and Environment shall preside over and coordinate with the City Land Registration Office to review current regulations to guide the People's Committees of wards and communes and the People's Committee of Con Dao Special Zone to uniformly and synchronously implement the work of handling procedures for granting certificates of ownership of works for individual houses (exempted from construction permits) according to the lists announced by the Department of Construction.
Implementing the Prime Minister 's telegram 78 and the direction of the Chairman of the Ho Chi Minh City People's Committee to deploy telegram 78 to reduce and simplify administrative procedures in the construction sector and exempt construction permits, the Department of Construction conducted the first review of 356 low-rise housing projects with detailed planning at a scale of 1/500 that have been approved by authorized state agencies or agreed upon according to regulations (with a total of about 55,000 houses).
Of the 356 projects mentioned above, 112 projects are eligible for exemption from construction permits according to current construction laws. In which, architectural planning indicators are determined in the decision approving the detailed planning at a scale of 1/500 (or the master plan at a scale of 1/500 and the approved architectural plan of the project), management regulations according to the detailed planning project at a scale of 1/500, approved house models and other relevant legal documents.
