The Ho Chi Minh City People's Committee has just sent a document to the heads of departments, branches and sectors on developing a plan to reduce and simplify administrative procedures in 2025.
Accordingly, the Ho Chi Minh City People's Committee has issued a list of 298 administrative procedures to be reduced and simplified (phase 1).

298 procedures belong to the Departments of: Agriculture and Environment, Finance, Construction, Culture and Sports, Education and Training, Food Safety, Justice, Industry and Trade and the Management Board of Industrial and Export Processing Zones.
To promptly implement, the Chairman of the Ho Chi Minh City People's Committee requested that agencies and units with procedures to be reduced and simplified quickly submit to the Chairman of the Ho Chi Minh City People's Committee for approval of the plan to reduce and simplify administrative procedures, no later than June 30. At the same time, continue to review and propose the second round of reduction and simplification of administrative procedures, and send them to the Office of the Ho Chi Minh City People's Committee for synthesis, no later than July 5.
The Chairman of the Ho Chi Minh City People's Committee assigned the Office of the Ho Chi Minh City People's Committee to appraise and submit to the Chairman of the Ho Chi Minh City People's Committee for approval the plan to simplify administrative procedures.
The Office of the City People's Committee is also responsible for monitoring, urging, and guiding agencies and units to implement the reduction and simplification of administrative procedures. Synthesize and advise the City People's Committee to issue a list of administrative procedures to reduce and simplify in the second phase.
Previously, the Government issued Resolution 66/2025 on the program to cut and simplify administrative procedures related to production and business in 2025 and 2026.
The program's viewpoint is to implement the Party and Government's policy on cutting and simplifying administrative procedures and business investment conditions, creating a favorable, healthy and fair business environment; promoting innovation and creativity; innovating national governance towards modernization, improving competitiveness, contributing to ensuring growth targets and improving the effectiveness and efficiency of state management.
