At the meeting, Prime Minister Pham Minh Chinh expressed his pleasure at meeting President Daniel Noboa and conveyed the greetings of General Secretary To Lam, President Luong Cuong and National Assembly Chairman Tran Thanh Man to the President and leaders of Ecuador.
The Prime Minister conveyed an invitation from President Luong Cuong to President Daniel Noboa to attend the signing ceremony of the United Nations Convention on Cybercrime in Hanoi in October 2025.
President Daniel Noboa expressed his gratitude and appreciation for Vietnam’s initiative and commitment in hosting the signing ceremony of the Convention, an important document in the field of preventing and combating cybercrime; and affirmed that he would send high-ranking leaders to attend the signing ceremony.

In a meeting with President Daniel Noboa, Prime Minister Pham Minh Chinh affirmed that Vietnam always attaches importance to multifaceted cooperation with Ecuador and suggested that the two sides continue to exchange, negotiate and sign cooperation documents in the fields of trade, investment, finance, agriculture, etc.
In particular, the Prime Minister asked Ecuador to create favorable conditions for Viettel Group to invest and develop telecommunications, 5G services, digital transformation, etc. in Ecuador, contributing to promoting development and creating jobs for Ecuadorian youth and young workers.
Prime Minister Pham Minh Chinh, on behalf of the leaders of the Party and State of Vietnam, respectfully invited President Noboa to pay an official visit to Vietnam this year to further promote cooperation between the two countries.

Ecuadorian President Daniel Noboa affirmed that Vietnam is an important partner of Ecuador; shared that he personally has had many ties and feelings for Vietnam for decades and greatly admires Vietnam's agricultural production capacity, especially coffee.
Expressing his impression of Vietnam's achievements in STEM education (science, technology, engineering and mathematics), President Noboa expressed his desire to further promote educational cooperation and enhance people-to-people and youth exchanges between the two countries. Regarding telecommunications cooperation, the President agreed to create conditions for Vietnamese enterprises to participate in the 5G network development plan in Ecuador.
At the meeting, the two sides agreed to increase delegation exchanges and high-level contacts between the two countries, continue to promote the effectiveness of existing cooperation mechanisms; continue to strengthen the implementation of trade and investment promotion activities, connect businesses, and implement cooperation in each side's areas of strength. At the same time, the two leaders also discussed a number of international and regional issues of mutual concern.
