On June 30, the City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Ho Chi Minh City held a ceremony to announce the Resolutions and Decisions of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of Ho Chi Minh City, communes, wards, and special zones.
Heavy responsibility but very glorious
In an atmosphere of excitement, pride, and aspiration to continue maintaining the momentum of innovation and development, in Ho Chi Minh City, General Secretary To Lam gave a speech and expressed that we are here to witness an event of historical significance.

“This is not only an administrative event but also a strategic shift, an inevitable and objective requirement of the people and the country in the journey of building dynamic development zones of the nation and region to be worthy of the aspiration of a strong Vietnam by 2045,” the General Secretary emphasized.
Through many historical periods, Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau have affirmed themselves as the three strong development poles of the South, where outstanding achievements in industry, trade, services, seaports and international integration are gathered.

The unification of three local spaces is not a mere accumulation but a crystallization of common intelligence and will to develop to form a megacity, a financial, production, logistics and innovation center of regional and world stature.
This new development space is built on a long-term vision, aiming for synchronous, sustainable and scientific development. This is the most vivid expression of strategic thinking, innovating the government organization model to serve the people better, closer to the people and more effectively.
This is a pioneering and breakthrough step in reforming the urban government apparatus, creating favorable conditions for the rapid, strong and effective development of the most urbanized region in the country.

This model will help growth, autonomy, flexibility in management, and at the same time create a clear framework and institutions for satellite cities, industrial parks, logistics, and seaport services to fully exploit their potential. Most importantly, the State and the serving government will no longer be a slogan but will become a concrete, substantive action reaching the people and businesses.
At this sacred and important moment, on behalf of the Party and State leaders, General Secretary To Lam respectfully calls on all cadres, party members, civil servants, public employees, workers, soldiers of the armed forces, the business community and the people of Ho Chi Minh City to unite, act resolutely, creatively and with discipline to bring the unified city to new heights.

The decision to streamline the apparatus of the political system and administrative units is a historic step of strategic significance, marking a new development stage in the cause of perfecting the state administrative apparatus, perfecting the institutions and organization of the political system in a synchronous, streamlined, effective and efficient manner, towards perfecting a modern, constructive, people-friendly, people-serving administrative system, so that all benefits belong to the people.

This is also the result of 95 years of revolutionary career under the leadership of the Party, 85 years of the Democratic Republic of Vietnam and the Socialist Republic of Vietnam, along with 40 years of innovation achievements.

Every Vietnamese citizen, at home or abroad, has a role and civic responsibility in moving the country forward, overcoming difficulties, promoting internal strength, taking advantage of external strength, and mastering our own future,” the General Secretary emphasized. Let each working day be a day of creation; let each person be a soldier on the innovation front; let the revolutionary spirit attack strongly, resolutely and creatively, imbuing the national soul in every action, every decision and every step of development.
The General Secretary stated that we will continue to join hands, be unanimous, and unite to successfully implement the two-level local government model, ensuring the smooth, effective and efficient operation of the organizational system; protecting the legitimate rights and interests of the people; taking care of social security and expanding development opportunities for all classes of people.
