On behalf of the Party and State leaders, General Secretary To Lam acknowledged and warmly commended the great achievements that the prosecution sector has achieved over the past 65 years.

The General Secretary emphasized that the role and responsibility of the prosecution sector in the coming time is very important; it is one of the pillars in protecting justice; it is an important element in building a professional, modern, fair, strict, honest judiciary that serves the Fatherland and the people; it contributes to creating a disciplined, fair, democratic and civilized society - where justice is enforced, the law is respected and the people's hearts are strengthened.

To fulfill the mission as stated, the General Secretary requested that the work of the prosecution sector must always closely follow and effectively serve the political tasks of the country in the era of national development and advancement.

The team of prosecutors must be built in the direction of having strong political will, deep expertise, clear ethics, strict discipline, courage to defend what is right, and determination to fight against what is wrong. Each prosecutor must clearly realize that he or she is directly participating in the mission of protecting the legal foundation for the cause of building and defending the Fatherland.

The General Secretary requested constant innovation in thinking and working methods to better perform the functions of prosecution and supervision of judicial activities.

In prosecution activities, it is necessary to ensure compliance with the law, the right person, the right crime, focus on preventing wrongful convictions, letting criminals escape, and handling them strictly, while also ensuring humanity and humaneness.

Procuratorate activities are not only to enforce the law, but also to enforce justice with a humane spirit; the law is not only to punish, but also to educate, reform, protect and pave the way for goodness.

Every decision to prosecute, not to prosecute, to appeal or to petition... is related to the fate of a person, so it is necessary to consider both reason and emotion very carefully, ensuring that justice is served, the person being prosecuted is "convinced", thereby consolidating and strengthening people's trust in the judiciary.

Preventing and combating negativity right from law enforcement agencies

In supervising judicial activities, the General Secretary noted that it is necessary to ensure that all investigation, prosecution, trial, and execution activities are in accordance with the law; ensure that judicial power is strictly controlled; and ensure the prevention of crime, corruption, and negativity from law enforcement agencies.

Strengthen the protection of public interests, State interests, and interests of vulnerable groups; closely supervise the settlement of civil, administrative, and commercial cases.

At the same time, effectively implement the National Assembly's Resolution on piloting the People's Procuracy initiating civil lawsuits to protect the civil rights of vulnerable groups or protect public interests. This is a new task assigned by the Party and State to the prosecution sector, requiring investment in human resources, facilities, and materials to do well.

The General Secretary also requested the prosecution sector to increase the application of simplified procedures and non-litigation measures (mediation, dialogue, negotiation, plea agreement, etc.) to combat waste, minimize social conflicts, save human and material resources, reduce litigation costs and social costs; continue to promote summarizing practices, researching theories, advising, and proposing to perfect institutions on judicial organization and activities in general and prosecution in particular.

The clear division of functions and tasks between the Procuracy, the Court, the Investigation Agency, and the Enforcement Agency must be closely and effectively coordinated, on the basis of the rule of law and respect for the independent authority of each agency; coordination is to ensure that all violations of the law are detected and strictly handled, with the right person and the right crime punished, without letting criminals escape, and without wrongfully convicting innocent people.
