115. After the arrangement, Hai Phong city has 114 commune-level administrative units, including 67 communes, 45 wards and 02 special zones.
1. This Resolution comes into force from the date of its adoption.
2. Competent agencies shall promptly carry out necessary preparations to ensure that local authorities in commune-level administrative units formed after the arrangement prescribed in Article 1 of this Resolution officially operate from July 1, 2025.
3. The local government in the previously arranged commune-level administrative unit shall continue to operate until the local government in the later arranged commune-level administrative unit officially operates.
1. The Government, the People's Council, the People's Committee of Hai Phong city, local authorities, administrative units related to the implementation of the arrangement and other relevant agencies and organizations are responsible for organizing the implementation of this Resolution; arranging and stabilizing the apparatus of local agencies and organizations; stabilizing the lives of local people, ensuring the requirements of socio-economic development, national defense and security in the area.
2. The Government is assigned, based on this Resolution and Project No. 381/DA-CP dated May 9, 2025 of the Government, to organize the accurate determination of the natural area of commune-level administrative units and publicly announce it before September 30, 2025; at the same time, promptly deploy the work of measuring and determining the boundaries of administrative units in the field to establish records on administrative unit boundaries according to regulations.
3. The Nationalities Council, the Committees of the National Assembly, the National Assembly Delegation and the National Assembly Deputies of Hai Phong City, within the scope of their duties and powers, shall supervise the implementation of this Resolution.
This Resolution was passed by the Standing Committee of the 15th National Assembly of the Socialist Republic of Vietnam on June 16, 2025.
