(Haiphong.gov.vn) - On the afternoon of June 15, at the City Theater, the Party Committee of the Hai Phong Economic Zone Management Board held its first Congress for the 2025-2030 term. Comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong City National Assembly Delegation attended and directed the Congress.

Attending the Congress were comrades: Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee; Le Trung Kien, member of the Standing Committee of the City Party Committee, Head of the Hai Phong Economic Zone Management Board; Dang Ba Cuong, member of the Standing Committee of the City Party Committee, Secretary of the Hong Bang District Party Committee and representatives of leaders of a number of departments, branches and localities; leaders of enterprises with party organizations under the Party Committee of the Management Board; and 250 official party members representing nearly 1,200 party members in the entire Party Committee.

The Party Committee of Hai Phong Economic Zone Management Board currently has 05 Party Committees (41 affiliated Party cells) and 47 affiliated Party cells with a total of 1,185 Party members.

Over the past 5 years, Hai Phong Economic Zone has truly affirmed its role as a locomotive and the most important growth driver of the city. Investment attraction is a bright spot with total FDI capital attracting 18.6 billion USD, 1.86 times higher than the Resolution target and a spectacular growth of 206% compared to the previous term. DDI capital flows have also recorded an explosion, expected to reach more than 481 trillion VND, 4.5 times higher than the 2015-2020 term. These figures are not only achievements but also evidence of the attractiveness and leading position of Hai Phong Economic Zone on the investment map of the country and the region. Development space has been strongly expanded, quality has been improved: 08 new industrial parks with nearly 3,000 hectares have been approved for investment policies, ready to welcome new capital flows. In particular, the Central Government's approval of the policy to establish a 20,000-hectare Southern Coastal Economic Zone, with the core being a new generation Free Trade Zone, opens a historic chapter of development with great potential for the city.

Every year, the industrial production value and export turnover from Industrial Parks and Economic Zones always account for over 80% of the total value of the whole city, far exceeding the set target. The labor force in Industrial Parks and Economic Zones has increased by 50,000 people, reaching 220,000 people. The average income increased to 11.5 million VND/person/month. The rate of trained workers (after being recruited and trained by enterprises) reached about 95%, far exceeding the target of 60%. Many social housing and worker housing projects with a scale of tens of thousands of accommodations are being implemented, gradually realizing the dream of settling down for workers. The above results have made a very important contribution to the overall socio-economic development of the city, especially in maintaining a double-digit GRDP growth rate continuously over the past 10 years and contributing significantly to the budget revenue.

The work of organizing and building the Party and developing Party members far exceeded the set targets. During the term, 43 new Party organizations were established in enterprises, 1.7 times higher than the target. 712 new Party members were admitted, nearly 3 times higher than the Resolution target. The quality of Party organizations and Party members has been constantly strengthened, the Party Committee has no weak grassroots Party organizations. Up to now, there is no Industrial Park in the area without a Party organization.

The Congress identified the goals for the 2025 - 2030 term as: Innovating the leadership methods of Party committees at all levels; Promoting selective investment attraction, focusing on industries, occupations and fields with high science and technology content; Focusing on implementing the southern coastal economic zone of the city, perfecting the model of specialized economic zones and new-generation free trade zones; Taking the lead in digital transformation and using artificial intelligence, actively transforming green and building a circular economic ecosystem; gradually shifting the management model to a model serving businesses; Building a working class associated with the model of socialist people; Accompanying businesses to develop rapidly and sustainably, and joining the city in entering a new era of national growth.

Speaking at the Congress, Secretary of the City Party Committee Le Tien Chau warmly praised and congratulated the comprehensive achievements that the Party Committee of the Hai Phong Economic Zone Management Board has achieved in the 2020-2025 term. Overcoming many difficulties and challenges, the Hai Phong Economic Zone Management Board has truly affirmed its role as a locomotive in advising, planning strategies and implementing industrial development tasks, and is the most important growth driver of the city in recent years; those contributions have contributed to attracting investment, developing industry, increasing exports, creating jobs and ensuring social security.

The Secretary of the City Party Committee agreed with the direction and goals, especially the three development breakthroughs that the Party Committee of the Hai Phong Economic Zone Management Board has identified for the coming term. This is a correct strategic direction, demonstrating great vision, aspiration and determination. At the same time, he suggested that the Party Committee of the Hai Phong Economic Zone Management Board focus on doing well a number of key tasks: Continue to strongly innovate leadership methods, especially Party building work in the special FDI enterprise environment, especially in the context of merging with Hai Duong; must find a way to make the Party organization truly the political nucleus, a reliable bridge, contributing to the sustainable development of enterprises and protecting the legitimate rights of workers. Build a team of cadres and party members, especially leaders, with strong political will, clean ethics, proficient in professional skills, innovative thinking, daring to think, daring to do, daring to take responsibility. In addition to the task of attracting FDI, the Hai Phong Economic Zone Management Board needs to focus on encouraging the private economy, especially small and medium enterprises of the city to develop in priority areas, invest in research and development, apply science and technology, innovate, digital transformation, and participate in value-added chains in the economic zone through supporting industries, software industries, and technology transfer.
