The Department of Finance, the Department of Science and Technology coordinate with the Office of the City People's Committee to ensure resources, information technology infrastructure and transmission lines to serve the organization of online meetings and online video conferences between the Department of Justice and 126 new commune-level People's Committees to ensure smooth, stable, secure information and requirements for direction and administration.
The district-level People's Committee is responsible for reviewing, making statistics, handing over, and storing household registration books, adoption registration books, and household registration and adoption records, including cases involving foreign elements. At the same time, closing the household registration books and adoption registration books currently in use at 5:00 p.m. on June 30, 2025.
On July 1, the People's Committee at the commune level (new) opened a new household registration book, a new adoption book, book number 1, recording the registration order from number 1.

The handover of household registration books, household registration and adoption records will be carried out according to the roadmap, the city will direct before June 20, completing the handover of household registration books, adoption records, and certification from 2024 onwards.
At 5:00 p.m. on June 30, hand over the files in 2025. The handover and receipt of books and files for household registration and adoption must be recorded in a record and the receiving party is responsible for managing, storing, exploiting, using and publicizing information about the agency receiving the books and files for household registration and adoption so that people know and can contact to carry out administrative procedures when needed.
For the field of certification, the District Justice Department will hand over the files, certification books, papers and documents certified from 2024 and earlier to the representative of the People's Committee of the commune (new) where the old headquarters of the People's Committee of the district, town, and city were previously located, completed before June 20 and hand over the files of 2025 at 5:00 p.m. on June 30. At the same time, the People's Committee of the commune will also hand over to the representative of the People's Committee of the commune (new) according to the above timeline.
