Standing Committee of Provincial People's Council held the 4th meeting

Comrade Nguyen Van Son, Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrades: Pham Thi Minh Xuan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Le Thi Thanh Tra, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; leaders of the Provincial People's Council committees.

At the meeting, the Standing Committee of the Provincial People's Council discussed and gave opinions on: The working program for the last 5 months of 2025 of the Provincial People's Council; the establishment of a monitoring delegation, monitoring plan and outline of the report on the implementation results of the Provincial People's Council's resolution on the tasks of socio -economic development, ensuring national defense and security; report on the results of the survey on the need for training on operational skills of People's Council delegates at commune and ward levels; the state budget estimate for 2026 and the 3-year financial-budget plan for 2026-2028; the progress of preparing the draft resolution regulating the spending regime, ensuring the operation of People's Councils at all levels; the dismissal of Provincial People's Council delegates; the schedule for receiving citizens; regulations on receiving and handling complaints, denunciations, recommendations and reflections; allocating allowances for handling complaints; assigning civil servants and staff specialists; Establish an Editorial Board, promulgate operating regulations and regulations on royalties and remuneration of the Electronic Information Page of the National Assembly Delegation and Provincial People's Council...

Commenting on the draft Work Program for the last 5 months of 2025 of the Provincial People's Council, Chairman of the Provincial People's Council Nguyen Van Son emphasized that this is the time when many important events of the province take place, with a large volume and pressure of work, so the Provincial People's Council and delegates should uphold their sense of responsibility, stick to their tasks to complete the work on time and on schedule. The focus is on preparing well for the organization of the second session of the Provincial People's Council, scheduled to be held in early December; organizing a thematic meeting to review and decide on unexpected tasks when required. Especially after the merger of Tuyen Quang and Ha Giang provinces, there will be difficulties due to different ways of doing things. The Chairman of the Provincial People's Council suggested that it is necessary to study and choose the methods and methods of which locality was good and effective before and follow those methods and methods.

Comrade Le Thi Thanh Tra, Vice Chairwoman of the Provincial People's Council spoke at the meeting.

The Chairman of the Provincial People's Council requested that the contents of the construction work program must be specific, clear, and highly feasible; the implementation of monitoring plans must choose the right focus and key points, closely follow the actual situation, promptly detect and remove difficulties and obstacles, contributing to improving the effectiveness and efficiency of the People's Councils at all levels.

He also requested that the provincial People's Council committees implement the principle of "Going to report work, coming back to report achievements", continue to improve skills and responsibilities in performing tasks, increase contact and listen to voters' opinions; be proactive and active in receiving citizens, resolving complaints and denunciations, ensuring the legitimate rights and interests of the people.
