Hire international consultants to plan Con Dao Airport

The Ministry of Construction has just sent a report to the Government leaders on the planning of Con Dao Airport.

According to the State management agency for construction, in the context that the procedures for allocating state budget capital and selecting planning consultants take a long time, based on the proposal of the Sun Group Joint Stock Company, the Ministry of Construction has agreed to accept the sponsored product, which is the Con Dao Airport Planning dossier for the 2021-2030 period, with a vision to 2050, and assigned the Civil Aviation Authority of Vietnam to guide the sponsor in developing the planning dossier according to regulations.

Due to the technical complexity of planning a runway extending out to sea as proposed by the Province, the Ministry of Construction has requested the sponsor to study the option of selecting an international consultant with capacity and experience in planning an airport on the island to ensure the quality and feasibility of the plan.

Currently, Sun Group Joint Stock Company has deployed the selection of planning consultants with the participation of international consultants.

In order to meet the wishes of the People's Committee of Ba Ria - Vung Tau province (now Ho Chi Minh City) to be able to receive large, wide-body aircraft (such as A350, B787) and the sponsor's proposal to adjust the scale of the airport from level 4C to 4E, according to the Ministry of Construction, it is necessary to carry out procedures to adjust the Master Plan for the development of the national airport system for the period 2021-2030, with a vision to 2050, leading to a delay in the progress of the planning of Con Dao Airport.

With the expected completion schedule in the fourth quarter of 2025 as proposed by the sponsor, the Ministry of Construction has requested the Sun Group Joint Stock Company to direct the consulting unit to urgently develop and complete the Con Dao Airport Planning dossier; at the same time, provide relevant dossiers and documents and closely coordinate with the Civil Aviation Authority of Vietnam to assess the necessity of adjusting the airport scale of Con Dao Airport as a basis for supplementing and completing the dossier to adjust the airport system planning.

“In the coming time, the Ministry of Construction will direct units to closely coordinate with sponsors to simultaneously implement procedures to adjust the Airport System Planning and complete the Con Dao Airport Planning dossier, reporting to the Prime Minister in the fourth quarter of 2025,” the Ministry of Construction's dispatch said.

According to the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, Con Dao Airport is planned for the period up to 2030 with a capacity of about 2 million passengers/year, and a vision to 2050 with a capacity of about 3 million passengers/year.

Currently, the runway and taxiway at Con Dao Airport have degraded and have poor load-bearing capacity, due to being built in 2004. The 30m wide runway does not meet the standards for operating code C aircraft, and can only accommodate aircraft such as the ATR72 and equivalent (Embraer E190/E195 with reduced load).
