Possible reasons include: Late payment due to financial difficulties, lack of cash flow; Complaining or disputing the amount of tax payable; Forgetting or omitting tax obligations; Intentionally late payment but not enough to constitute tax evasion.

Therefore, tax debt enforcement is an administrative measure to recover tax debts, not assuming that the business is fraudulent" - lawyer Ha added.
