The Prime Minister pointed out that the reason was that the direction and advice of some ministries and localities were not really thorough and drastic. In particular, there was lax management by some agencies and organizations, with limited implementation, overlapping and omission of tasks.

Many people do not fully understand the violations, due to inadequate information and communication work. The handling of violations is not timely and thorough; coordination between agencies is sometimes not tight. E-commerce activities develop rapidly but management has not kept up with the situation...
In particular, some individuals participating in the prevention work have committed violations, such as the authorities have just prosecuted and temporarily detained the former Director of the Department of Food Safety ( Ministry of Health )...
The Head of Government assessed that the situation will continue to be complicated and may become more complicated in the coming time. Therefore, it is necessary to fight and put an end to smuggling, trade fraud, production and circulation of counterfeit goods, fake goods, goods of unknown origin, copyright infringement, intellectual property infringement, and goods origin infringement.
The Prime Minister directed the Ministry of Home Affairs to review the functions and tasks of ministries and branches, not to leave legal gaps, and not to loosen management because of organizational arrangements, apparatus, and administrative boundaries.
The Ministry of Public Security directs professional forces and local police to establish special projects and strictly handle violators. Coordinate with prosecution agencies to speed up the investigation, prosecution, and trial of cases, promptly publicize the results on mass media for deterrence and prevention...
The Ministry of Industry and Trade coordinates with the People's Committees of provinces and cities to direct market management forces to handle violations; perfect e-commerce policies. Specialized inspection agencies under ministries, branches and localities are responsible for licensing and management by field and area, paying special attention to items such as medicines, milk, food, etc.
The Ministry of Science and Technology urgently reviews, amends and supplements regulations related to intellectual property, especially in the digital environment and e-commerce. Strengthens inspection and handling of organizations and individuals who violate and publish false products.
The Ministry of Health urgently carries out tasks, especially controlling the import of counterfeit drugs and drugs of unknown origin into Vietnam. The Prime Minister also emphasized that the Ministry of Health must play a leading role, resolutely fight and push back, put an end to the situation of counterfeit drugs, and consider the care and protection of people's health as the top priority.
The Ministry of Health, the Ministry of Agriculture and Environment, and the Ministry of Industry and Trade coordinate with relevant agencies to strengthen post-inspection and strictly handle violations, especially fake food and fake medicines of unknown origin. Complete regulations on post-inspection and licensing of goods, with the spirit of being able to control but ensuring transparency.
The Ministry of Culture, Sports and Tourism is studying additional sanctions to deal with those who take advantage of their reputation to advertise falsely, especially on the Internet. At the same time, it is coordinating with relevant agencies to prevent false advertisements of the "panacea" type.
