Prime Minister: National Data Center must be the "heart" of digital transformation

On the afternoon of August 18, at Hoa Lac Hi-Tech Park (Hanoi), Politburo member and Prime Minister Pham Minh Chinh attended the opening ceremony of National Data Center No. 1 and officially put into operation the National Database system at the Center.

Speaking at the event, in the atmosphere of the whole country preparing to celebrate the 80th anniversary of the August Revolution and National Day September 2, the 80th anniversary of the tradition of the People's Public Security force, Prime Minister Pham Minh Chinh happily shared the process of drastic direction when determining 2023 as the year of national digital data and from the end of 2023, assigned the Ministry of Public Security to build the National Data Center, with the spirit of "whoever does the best will be assigned the job", on the basis of the success of building and exploiting the national population database. To date, the Ministry of Public Security has completed the construction of the Center and officially put into operation the Database System of the National Data Center, showing that trust has been placed in the right place, in the right place.

The Prime Minister said that developing science and technology, innovation and national digital transformation is an inevitable trend, a strategic choice, an objective requirement, a top priority, and the cause of the entire Party, army and people, contributing to realizing the aspiration of building a strong, prosperous, civilized and prosperous country, where people can enjoy the results and live an increasingly prosperous and happy life, as General Secretary To Lam has directed.

The National Data Center covers an area of over 20 hectares, is one of the largest data centers in Southeast Asia; is the first national center to be granted the highest level of international certification; meets disaster resilience and high levels of security and safety.

The project demonstrates the aspiration, confidence, and bravery of the Vietnamese people in general and the police force in particular, with the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible", the spirit of innovation, creativity, self-reliance, and strong determination to overcome, demonstrating "Vietnamese Will - Vietnamese Intelligence - Vietnamese Aspiration".

Pointing out the important thing is that when the Project is put into operation, people and businesses will benefit, save time and costs in carrying out administrative procedures and related work, promote production and business development, and bring happiness and prosperity to the people, Prime Minister Pham Minh Chinh said that through the implementation of the Project to build the National Data Center, many valuable lessons have been learned in the management and organization of large, high-tech projects that can be applied in the future.

Firstly, the lesson on management, leadership, operation and command with "Ideas must be clear, determination must be high, efforts must be great, actions must be drastic, focused, key points, each job must be completed"; the assignment must be clear: "clear people, clear work, clear responsibility, clear time, clear product, clear result".

Second, the lesson on promoting the combined strength, mobilizing the participation of relevant subjects with the spirit of "Clear thinking - Unanimity from top to bottom - Smart action - Substantive results".

Third, the lesson is about the tireless efforts, proactiveness, and bravery of the police force and the close and effective coordination of ministries, branches, localities, and enterprises in the spirit of "sharing, understanding, working together, enjoying together, winning together, developing together, enjoying joy and happiness together".

Fourth, the lesson is to arouse national pride, promptly encourage and reward, create an enthusiastic working atmosphere, all for the benefit of the nation and the people.

To continue building National Data Centers No. 2 and No. 3 and promoting the value of the National Data Center in the coming time, the Prime Minister requested to unify and thoroughly grasp the viewpoints.

Accordingly, the completion of the construction of the National Data Center No. 1 and the official operation of the National Database system at the new Center are initial results; it is necessary to aim at the goal of developing a synchronous national data center network, flexible and effective connection between data centers and integration with the global data network, first of all the ASEAN region.

With its pioneering and creative role, the National Data Center must be the "heart" of national digital transformation, a pioneer in connecting, sharing, and opening data, creating a safe and reliable data ecosystem, not only a management tool but also a development creation tool.

The Center must identify data as a strategic resource; a new national resource, playing a key role in policy making, rapid and sustainable socio-economic development, ensuring national defense, security and enhancing national competitiveness with the spirit of "A unified system, a single data, a seamless service". Data is the foundation for developing a digital economy, digital society, digital citizens, serving green growth, emission reduction and sustainable development.

The National Data Center must be built to meet advanced, synchronous, and modern international standards; apply security and safety standards at the highest level; and develop artificial intelligence, especially Vietnamese artificial intelligence.

With the view that people are the decisive factor, the Prime Minister pointed out that the officers and soldiers of the National Data Center need to have a warm, enthusiastic heart and an intelligent, creative mind and always innovative thinking; taking people and businesses as the center so that all activities of the National Data Center are aimed at serving the interests of people and businesses and serving socio-economic development and protecting the Fatherland.

The Prime Minister emphasized that in the coming time, our country will enter a new era, an era of rising to prosperity and wealth, realizing the two 100-year goals, and it is impossible not to make breakthroughs in science, technology, innovation, and digital transformation, of which the National Data Center is the heart. "The Party has directed, the Government has agreed, the National Assembly supports, the people agree, and the Fatherland expects, so we only need to discuss and do, not retreat."

Assigning specific tasks to ministries, branches, and agencies, the Prime Minister directs that regarding the development of the National Data Center, the Ministry of Public Security shall preside over and coordinate with relevant ministries and branches to submit to the Government for promulgation a Decree regulating the breakthrough mechanism in innovation and data exploitation to become the center of the economy. On August 18, 2025, the Prime Minister signed and issued Decision No. 1751/QD-TTg approving the Data Strategy at the National Data Center.

The Ministry of Public Security urgently completes the construction and puts into operation the National Data Center's Data Integration, Sharing and Coordination Platform; deploys the Cloud Computing Platform, the General Data Warehouse from national databases; builds a data analysis system to serve the direction and administration of the Government, the Prime Minister, ministries and branches, and to serve the people and businesses. Closely coordinates with the Government Office to deploy the National Public Service Portal to become a "Single Window" on the National Data Center platform.

Prime Minister Pham Minh Chinh believes that with high political determination, a spirit of solidarity, creativity and a strong desire for development, the initiative, determination and efforts of all ministries and branches, especially the Ministry of Public Security and officers and soldiers of the National Data Center will continue to promote the achieved results, overcome difficulties and challenges to become a vanguard soldier on the digital transformation front; continue to uphold and enhance the noble qualities of the People's Public Security soldier "Forgetting oneself for the country, serving the people", worthy of the trust and love of the Party, State and People./.
