At the reception, Deputy Foreign Minister Dang Hoang Giang welcomed the visit and affirmed that Vietnam attaches importance to the role of multilateral mechanisms on disarmament and non-proliferation of nuclear weapons, including the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and the CTBTO. Vietnam firmly supports the universality and full implementation of the CTBT, and continues to be an active voice in promoting international cooperation for this goal.
The Deputy Minister proposed that the CTBTO increase support for Vietnam to improve its professional and technical capacity, especially in the field of monitoring and responding to nuclear incidents; create conditions for more Vietnamese officials to work at CTBTO agencies; and support Vietnam to successfully assume the role of Chair of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons in 2026.

Expressing his pleasure to be in Vietnam, Dr. Robert Floyd thanked the Vietnamese agencies for their warm welcome and highly appreciated Vietnam's role, voice and contribution to the global effort to combat the proliferation of nuclear weapons. He said that with more than 300 modern monitoring stations, the CTBT plays an important role in monitoring and preventing nuclear tests, while providing data for tsunami warnings, environmental research and ensuring radiation security. In the complicated international context, the fact that the world has not witnessed any more nuclear tests in nearly 10 years is an encouraging sign.
During his stay in Vietnam, Dr. Robert Floyd and the CTBTO delegation participated in many activities, including chairing the East Asia Regional Workshop on National Data Centers (NDCs) organized by the Ministry of Science and Technology ; academic exchanges on the topic of nuclear non-proliferation at the Institute for Strategic Studies (Diplomatic Academy); visiting and working at the National Data Center of the Institute of Nuclear Science and Technology, Vietnam Atomic Energy Institute.
