Presenting the report on explanation, acceptance and revision of the draft law, Chairman of the Committee for Science , Technology and Environment Le Quang Huy said that the draft has been comprehensively reviewed to ensure consistency and synchronization with the legal system. Some amendments and supplements to other laws have been separated and transferred to other draft laws to be submitted to the National Assembly at the 9th Session.
Regarding the State's policy in the field of atomic energy (Article 5), the draft law clearly shows the orientations for supporting training, human resource treatment, socialization and enhancing international cooperation. These policies are of a principled nature and are assigned to the Government to specify in detail in Articles 5, 11 and 13 of the draft.
Regarding state management and ensuring nuclear safety and security, the draft law clearly stipulates the role of the national nuclear and radiation safety agency, in accordance with the requirements of the International Atomic Energy Agency (IAEA), international treaties and the context of Vietnam.
The Law dedicates Chapter III to regulating radiation safety, nuclear safety, nuclear security, including the storage, treatment and burial of radioactive waste, used radioactive sources, and used nuclear fuel in related planning.
Regarding nuclear power plants (from Article 41 to Article 51), the draft law has supplemented and revised contents related to the entire life cycle of the plant, from investment, construction, operation to termination of operations, while ensuring continuous safety and security monitoring, in accordance with international practices and IAEA guidelines.
Regarding transitional provisions (Article 73), the law clearly defines that specific mechanisms and policies that were issued before the law took effect will continue to be adjusted. The Government is assigned to issue legal documents to promptly remove obstacles and at the same time take measures to promote the progress of ongoing nuclear power projects.
