Comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of Gia Lai Provincial Party Committee, had an open conversation with Gia Lai Newspaper reporters on the occasion of this special event.
According to Provincial Party Secretary Ho Quoc Dung, this is a historical milestone bringing Gia Lai province into a journey of development, breakthrough and advancement, opening a new stage with many expectations and aspirations to rise even stronger.
Comprehensive growth potential and dynamics
● Implementing the policy of rearranging provincial administrative units, Gia Lai province was established on the basis of merging Binh Dinh province and Gia Lai province (old). Could you please inform us about the basis for the Central Government to make this decision?
- PROVINCIAL PARTY SECRETARY HO QUOC DUNG: Despite many difficulties and challenges, during the 2020 - 2025 term, the Binh Dinh Provincial Party Committee and the Gia Lai Provincial Party Committee have promoted the spirit of solidarity, innovation, dynamism, and creativity, achieving strong changes. The economy has grown positively, the economic structure has shifted in the right direction, infrastructure has gradually been invested synchronously, and the material and spiritual life of the people has constantly improved. Traditional cultural identity has been preserved and promoted, the great solidarity of the people has continued to be consolidated, and political security, order, and social safety have always been maintained. By the end of the term, Binh Dinh province has made a breakthrough to become a leading developed province in the Central region. Gia Lai province has also gradually risen and played an important role in the Central Highlands region.
However, both provinces still face many limitations, difficulties and challenges. The growth rate is still low compared to the potential, there is a lack of large-scale projects. Transport and irrigation infrastructure is still difficult. The number of enterprises is still small, with limited competitiveness. There is a lack of high-quality human resources for high-tech and innovative industries, the business environment is still difficult, with many barriers.
The above-mentioned shortcomings and limitations pose an urgent need to strongly innovate development thinking, reform the government apparatus and improve governance capacity, creating new growth momentum to bring localities to a new level.
The Central Government has carefully considered the merger of Gia Lai and Binh Dinh into a new administrative-economic entity. The (new) Gia Lai province is not only large in scale (ranking second in area among 34 provinces and cities) but also strong in competitiveness, with the ability to deeply integrate into the national and global value chain. Although having different terrain characteristics and advantages, the two localities have deep similarities in heroic traditions, revolutionary culture and development aspirations. Gia Lai with its strengths in high-tech agriculture, renewable energy, land resources; Binh Dinh with its developed industrial, service, seaport and logistics infrastructure foundation, have converged to form a new administrative-economic entity with scale, stature, momentum and comprehensive growth potential.
This is not just a simple geographical combination, but a resonance of strategy, vision and capacity for modern and sustainable development. Cultural, historical and human values will continue to be preserved, spread and elevated in the new development space.
Breakthrough to break through
● Clearly identifying difficulties, challenges as well as potentials and advantages, what development pillars will Gia Lai province focus on after the merger, comrade?
-PROVINCIAL PARTY SECRETARY HO QUOC DUNG: In the immediate future, Gia Lai Provincial Party Committee identifies 5 development pillars for the new period:
Firstly, focus on developing a strong processing and manufacturing industry, becoming a pillar of the economy, based on advantages in labor, agriculture and exploitation of economic zones, coastal industrial zones and along National Highway 19 - Quy Nhon - An Khe - Pleiku. Create a breakthrough in developing renewable energy and green industries, forming a renewable energy center for the Central - Central region; support green transformation; develop semiconductor and artificial intelligence (AI) industries associated with forming a regional innovation center.
Second, develop tourism to truly become a spearhead economic sector based on the advantages of the sea, mountain ecology, Central Highlands cultural heritage, Champa culture, cultural and historical traditions; promote the development of community tourism. Develop a unique tourism ecosystem, not develop in a mass way but develop in depth, with identity, bringing tourists rich, unique and different experiences.
Third, develop high-tech agriculture and sustainable forestry based on the province's advantages of having red basalt soil, plains, and low mountains to develop large specialized areas (coffee, pepper, clean vegetables, medicinal herbs, concentrated livestock farming, etc.), and the sea to develop high-tech aquaculture, form "agricultural-industrial bases", build a model of concentrated raw material areas, and improve the value chains of the province's key products.
Fourth, develop port-logistics services including seaports, railway stations, airports, dry ports along National Highway 19, Quy Nhon - Pleiku expressway, forming logistics centers from Le Thanh border gate to Quy Nhon port and Phu My port in the future. From there, bring the unique products of Gia Lai homeland to countries around the world.
Fifth, rapid and sustainable urban development associated with the development of industrial real estate market, urban real estate, tourism real estate, service infrastructure; urban economy contributes significantly to the economic growth rate of the province. Forming unique ecological urban areas with blue sea - majestic plateau, creating model ecological urban areas that are worth living, turning Gia Lai into a miniature Vietnam, meeting all the needs of people and tourists.
● To successfully implement those development pillars, bringing Gia Lai province to a new breakthrough journey, it requires synchronous and drastic implementation of breakthrough tasks...
- PROVINCIAL PARTY SECRETARY HO QUOC DUNG : That's right. There are 4 strategic breakthrough tasks identified that will lead the entire development process of Gia Lai province in the new period.
First, breakthrough in local governance, shifting from “management government” to “creative and serving government”. This is an important condition to clear all bottlenecks, creating an open investment environment. Building a streamlined, strong, two-level local government apparatus with an efficient, effective and effective public service; building a digital government; building an ecosystem for innovation; strongly promoting administrative procedure reform, creating a dynamic, fair and attractive development environment; ensuring a transparent and safe legal environment for business investment activities, enhancing local competitiveness.
Second, create a breakthrough in investment in the construction of transport infrastructure, irrigation, port - logistics infrastructure, industrial - commercial - service infrastructure, digital infrastructure. Prioritize investment in the transport system connecting the following areas: Highlands - midlands - plains - coast. On the Quy Nhon - Pleiku expressway axis, form development clusters associated with smart cities, logistics centers, raw material areas, industrial parks, creating spillover effects along the value chain.
Third, breakthroughs in science and technology development, prioritizing the promotion of digital transformation, considering this as a new growth driver for Gia Lai province. Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is the guideline for efforts to restructure the growth model; this resolution must be concretized with policies to support enterprises in technological innovation, building digital government, developing creative startup ecosystems and applying big data in management. In particular, the effective implementation of Resolution 57-NQ/TW, especially in remote areas, ethnic minority areas, will improve the quality of management, improve access to information and public services for people; promote the development of the digital economy and digital society, thereby narrowing the development gap between regions, contributing to social equity.
Fourth, breakthrough in human resources. It is necessary to have a long-term strategy to develop a team of cadres, civil servants and high-quality technical human resources, who are dynamic, creative and capable of adapting to digital transformation and green transformation, meeting the requirements in the new situation. Gia Lai province has a population of more than 3.5 million people, of which nearly 2 million are of working age, this is an important resource for the development of the province, which needs to be focused on and promoted. In particular, building a team of cadres - especially leaders, with political courage, a spirit of service, daring to think, daring to do, daring to take responsibility, becoming the center of spreading innovation in the political and social system.

● At this historic moment, what do you have to say to the people of Gia Lai?
- PROVINCIAL PARTY SECRETARY HO QUOC DUNG : Today, July 1, 2025 is an important day, marking the birth and operation of the (new) Gia Lai province.
This is not only a change in administrative boundaries, but also a major turning point in vision and aspiration to develop this land rich in identity, heroism and potential. Being entrusted by the Politburo with the task of being the first Secretary of the Provincial Party Committee of the (new) Gia Lai province, I am extremely moved and honored, but also deeply aware of the heavy responsibility that the Party, State and people have entrusted me with.
Gia Lai - with a new, larger, more diverse appearance - is facing many opportunities and challenges. We have the majestic green forests of the Central Highlands and the vast sea and sky. We have border gates both on land and at sea, high mountains and islands. We have a cultural treasure of dozens of ethnic groups, a long history of resistance; we have fertile agricultural lands, beautiful beaches, and developing industrial zones.
In particular, we have Gia Lai people who know how to rise up in hardship and aspire to contribute to their homeland; each citizen, each enterprise, each community in the province becomes the subject of development, contributing and joining hands to build the homeland of Gia Lai (new) to become increasingly rich, civilized and modern.
The Party Committee and provincial government will always accompany and create the most favorable environment for all people to have the opportunity to develop and contribute to the common cause. The integration of the two regions of the Central Highlands and the coastal region needs to be guided by the spirit of "One province - one will - one common future". Let's together lay the foundation for a new Gia Lai - strong, united, with identity and integration.
I believe that, with love for the homeland, with the spirit of solidarity and unity from West - East, mountains - seas, plains - plateaus, the new Gia Lai people will together write a new brilliant chapter in the history of the homeland under the sky of the Fatherland Vietnam.
