Records at many administrative procedure reception points at commune and ward levels on the first day showed a serious and urgent working atmosphere, with a team of officials and civil servants working professionally and enthusiastically supporting the people.

In Dong Da ward, the administrative procedure reception point located at 61 Hoang Cau (old Dong Da district headquarters) is spacious and modern, and has welcomed many people since early morning. Mr. Nguyen Xuan Sinh (Nguyen Luong Bang street) said that it only took 30 minutes to complete the land document certification, although he was a bit confused at first due to the change of location. "The staff here gave detailed instructions, worked quickly and were friendly," he shared.

Mr. Nguyen Ngoc Viet, Party Secretary and Chairman of Dong Da Ward People's Council, said that on the first day, although the official staff was only 5 people, the ward mobilized additional staff from other departments to ensure smooth processing of documents, not making people wait too long.

In Bach Mai ward , the administrative procedure reception point, although located together with the Hanoi City Public Administration Center (branch 4), is clearly divided into functional areas, so even though it is crowded, there is no chaos.

As of 10am the same day, there were over 100 people coming to do procedures, mostly in the areas of authentication, justice, and natural resources and environment. Each group of officers is in charge of a separate area, helping to process things quickly, clearly identifying people and tasks.


In Hoan Kiem ward, by 10 a.m. the same day, the number of people waiting at the ward's Public Administration Service Point was only about 10 people, even though this place is also located with the Hanoi City Public Administration Service Center (branch number 3).

The leader of Hoan Kiem ward said that thanks to the application of information technology, digital transformation and well-trained civil servants of the department, people's documents were processed quickly.

Ms. Nguyen Thi Thanh (Hang Gai street) commented: “It has just started operating but the staff work very professionally. Even though it is crowded, I do not have to wait long, everything is clear and easy to understand.”

With a spirit of serious and urgent work and efforts to serve the people, the first day of implementing the 2-level local government model in Hanoi has left many positive signals, opening up hope for a more transparent, effective and people-friendly public administration.
