N MANY DIFFERENCES
Near the 2025 high school graduation exam, the Hanoi Department of Education and Training held a conference to guide exam supervision with the participation of leaders of 233 exam sites and more than 16,000 officials, teachers, and exam supervisors. This is the first year the exam is organized for 2 groups of candidates (TS) according to 2 different generaleducation programs (GDPT), with 2 separate sets of exam questions and regulations.
Mr. Nghiem Van Binh, Head of the Department of Examination Management and Education Quality Assessment ( Hanoi Department of Education and Training), emphasized the important differences between the two groups of candidates.
Firstly, regarding the number of multiple choice test papers that need to be packed in each bag, Mr. Binh reminded the examination room for candidates taking the exam according to the 2006 General Education Program to print 24 test codes (usually 4 - 5 sheets of A4 paper).
For examination rooms for candidates taking the 2018 General Education Program, only print enough exam papers according to the number of candidates in the room. For example, a room with 10 candidates taking the physics exam will print from code 01 to code 10; can be printed on 1 A3 sheet (printed 2 sides).
Second, in the examination invigilation, candidates taking the 2006 General Education Program must only take the second subject in the optional/combined test 10 minutes before the exam time; candidates taking the 2018 General Education Program must be present from the beginning of the exam and wait in the waiting room. The time between the two subjects in the optional/combined test between the two programs is also different. For candidates taking the 2006 General Education Program, it is 10 minutes, for candidates taking the 2018 General Education Program, it is 15 minutes.

Regarding geography, Mr. Binh noted that candidates taking the 2006 General Education Program are allowed to bring atlases into the exam room, while candidates taking the 2018 General Education Program are not allowed to bring atlases into the exam room. According to Mr. Binh, these differences require exam invigilators to have a firm grasp of the regulations, clearly distinguish between the two programs to avoid confusion, and provide clear instructions to candidates, especially before the exam questions are distributed.
C WARNING OF UNFORTUNATE MISTAKES
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, also noted that although this is an annual exam, this year there are some fundamental new points. In particular, all candidates studying the new program are taking the exam for the first time, while the exam invigilators still have to implement two different regulations in parallel. "Unit and individuals must absolutely not be subjective. The city's exam steering committee requires units and individuals to ensure safety and honesty during the exam organization process, have backup plans for all unusual situations, and not let any stage of the exam occur without strict management and supervision and without someone taking responsibility," Mr. Cuong requested.
Regarding the exam supervision stage, the Director of the Hanoi Department of Education and Training noted that despite many reminders, almost every year there are still unfortunate cases, especially related to mobile phones. Mr. Cuong also mentioned the phenomena that happened in the previous exam season, such as the person in charge of beating the drum to announce the exam time was one thing, while the person calling the loudspeaker was another, leading to a "mismatch" in terms of time, which could affect the exam time of the candidates and the consequences would be very complicated to deal with. "Therefore, it is best that the person beating the drum and the loudspeaker be the same to unify the time," said Mr. Cuong.
Especially after Hanoi merged with Ha Tay (old), many schools have very similar names but are several dozen kilometers apart. If candidates are not careful, they will get the wrong exam scores. "That's why this year, the Hanoi Department of Education and Training coordinated to create a digital map to create favorable conditions for students, avoiding unfortunate confusion," said Mr. Cuong.
Hanoi exam invigilators were also trained in preventing and combating cheating in exams, especially high-tech cheating. Representatives of Hanoi City Police directly disseminated specific situations related to candidates possibly carrying disguised electronic devices, emphasizing the need to remind candidates carefully before entering the exam room and closely monitor them throughout the test.

B. SAFELY PRESERVING EXAM PAPERS AND TESTS IN COMPLEX WEATHER CONDITIONS
For the northern mountainous provinces, the fear of floods and landslides during the exam is always present. The Department of Education and Training of Ha Giang said that because the locality often experiences localized flooding and landslides during the rainy season, disaster prevention plans are ready. Youth forces, militia, and police are mobilized to ensure traffic and support candidates in all situations. Not only in the central city, in remote and mountainous areas where traffic is more difficult, the organization of the exam is also given special attention. In Meo Vac district, this year's exam was held at one location, Meo Vac High School, with 12 exam rooms, and functional rooms fully arranged according to regulations. The travel of candidates is organized scientifically and clearly. For students of Meo Vac High School, their families are responsible for taking them to the exam site. For students in the remaining schools, they are arranged to eat and rest at school and have means of transportation to the exam site on time, ensuring safety.
To proactively prevent risks, reduce damage to people and property, and ensure the safe organization of the exam, the Minister of Education and Training recently issued a telegram requesting the provincial exam steering committee to direct relevant units to closely monitor weather developments to promptly respond to emergency situations.
Localities should strengthen inspection and reinforcement of examination sites, examination rooms, electricity, water and drainage systems to ensure safety in conditions of heavy rain, gusts of wind and hot weather; at the same time, prepare scenarios to move documents, machines, exam papers and test papers to safe places; build backup examination sites in case the main examination site cannot meet conditions due to natural disasters. Have plans to ensure absolute safety in the transportation and preservation of exam papers and test papers before, during and after the exam, avoiding the effects of flooding, hot and humid weather or fire.
The telegram also requested localities to ensure the safety of exam invigilators and candidates. Accordingly, localities need to have a plan to support the transportation of candidates, especially in remote areas, establish an information channel between schools, parents and candidates to promptly update weather conditions and provide safe travel instructions to exam locations; organize support for meals and accommodation near exam locations for officials and students living far away or in special circumstances, minimizing possible risks.
Weather on high school graduation exam days
According to the National Center for Hydro-Meteorological Forecasting, in general, the weather across the country during the high school graduation exam days will be mostly sunny, with some places experiencing intermittent sunshine, but in the late afternoon and evening there is a possibility of scattered showers and thunderstorms in many places, with some places experiencing heavy rain. During thunderstorms, candidates and parents need to be especially wary of extreme weather phenomena such as tornadoes, lightning, hail, and strong gusts of wind.
Weather forecast from June 25 to 28, the Central Highlands and the South will have widespread thunderstorms. In particular, the South will have moderate to heavy rain in the afternoon and evening. In the Central region (provinces from Thanh Hoa to Binh Thuan), the day will be sunny, some places will be hot; in the evening and at night there will be scattered showers and thunderstorms.
In the North, from June 25 to 27, the weather will be sunny during the day, with some places experiencing intermittent hot weather. In the evening and at night, there will be showers and thunderstorms in many places, with scattered moderate to heavy rain, and some places experiencing very heavy rain. Thunderstorms will be concentrated in mountainous and midland areas. The highest temperature will be between 32 and 34 degrees Celsius, and the lowest will be between 23 and 24 degrees Celsius.

Ready to support TS in all situations
On the exam day, the Hanoi Department of Education and Training said that it is expected that more than 8,000 volunteers will participate in supporting at the exam sites. The exam sites will establish volunteer motorbike taxi teams to pick up and drop off candidates with difficult circumstances, especially candidates with mobility difficulties, disabilities or no means of transportation, or support candidates in cases such as forgetting exam papers, going to the wrong exam location, etc. In addition, the exam sites will arrange areas to distribute free drinking water, cakes, candies, school supplies, hand-held fans, etc.
In Ho Chi Minh City, there were 99,578 candidates registered for the exam, an increase of 8,891 candidates compared to last year. To meet this scale, the city mobilized 12,000 cadres, teachers and employees to participate in the exam. In particular, all exam sites have installed cameras in the exam storage room. Ho Chi Minh City has thoughtful support measures for candidates in remote areas such as ensuring Binh Khanh ferry operates 24/7 with 4 special trips during peak hours, arranging centralized motels for candidates in Thanh An island commune and shuttle bus service.
