On the morning of August 13, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Education .
Two opinions about high school graduation exam
Notably, the draft law stipulates that students who have completed the high school program and meet the requirements set by the Minister of Education and Training are eligible to take the exam and, if they meet the requirements, will be awarded a high school diploma by the school principal.
In case students do not take the exam or do not pass the exam, the school principal will issue a certificate of completion of the general education program.
Presenting a preliminary review report on the high school graduation exam, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that the current Education Law stipulates that students who have completed the high school program and meet the requirements set by the Minister of Education and Training are eligible to take the exam; those who meet the requirements will be awarded a high school graduation certificate by the head of the specialized education agency under the provincial People's Committee.
On this issue, according to Mr. Vinh, there are two types of opinions in the standing committee of the inspection agency.
The first type of opinion suggests still holding the high school graduation exam, arguing that holding an exam to grant a high school graduation certificate is necessary.
This is to assess the level of general education standards of students, provide national data for research, development, and adjustment of educational policies, and serve as a source of reference information for universities and vocational training institutions to organize enrollment.
This exam also serves to grant a high school diploma or a certificate of completion of general education for the purpose of articulation and integration into the international education system.
However, this opinion suggests that it is necessary to design regulations in the law in the direction of assigning the authority to create exam questions for the high school graduation exam to the Minister of Education and Training.
At the same time, assign localities to organize the exam to ensure seriousness and quality because this is a national exam to analyze score distribution, evaluate student quality and the quality of educational institutions.
These opinions also suggest studying the separation of the high school graduation exam from university admissions.
The second type of opinion suggests not organizing exams but considering high school graduation to suit the goals and nature of this level of education; compatible with the trend of innovation in process-based assessment; reducing pressure and costs due to exams.
Admissions to secondary schools, colleges and universities should be assigned to higher education and vocational education institutions to organize admissions.
Mr. Vinh stated that the Standing Committee of the Committee supports the first type of opinion and asks for the opinion of the National Assembly Standing Committee on the above views.

Keeping the high school graduation exam is necessary
Commenting on this content, Vice Chairman of the National Assembly Nguyen Khac Dinh leaned towards the Government's proposal, which means continuing to organize high school graduation exams and delegating authority to localities.
Mr. Dinh did not agree with the proposed plan of not organizing exams, only considering high school graduation.
The Vice Chairman of the National Assembly said that currently universities are autonomous and can use high school exam results, "not mandatory".
Schools can still recruit additional gifted subjects and organize their own capacity assessments.
Therefore, if the high school graduation exam is separated from the university entrance exam, it could be costly for society and also lose the autonomy of schools.
Chairman of the Committee on Science, Technology and Environment Le Quang Huy also said that it is necessary to keep the graduation exam and high school diploma.
Because during the entire training process, there still needs to be assessment, classification of scores, assessment of learners during the process to see if the standards are achieved and this helps the next steps of education at a higher level.
