Compete to serve the people

After more than two months of operating the two-level local government model, Hanoi city has been proving that the spirit of patriotic emulation is always an important driving force in development.

From the city to the grassroots, many emulation movements have been launched, not only inheriting traditions but also keeping up with reality, promptly solving people's problems, attracting enthusiastic participation from all walks of life.

Competition associated with real life

One of the typical activities with strong influence is the General Environmental Sanitation Launch Ceremony organized by the Hanoi People's Committee in early August 2025 in 126 communes and wards. Not simply a short-term environmental cleaning campaign, the core goal of the activity is to raise awareness and change the behavior of each citizen in protecting the living environment.

The call of Chairman of Hanoi People's Committee Tran Sy Thanh has become the motto for action for many localities: "Every citizen of the capital is an environmental soldier; every residential area is a bright, green, clean, and beautiful fortress; every agency and unit is a bright spot in maintaining urban discipline".

The call immediately spread and turned into concrete actions. A typical example is Tuong Mai ward, a newly established unit, which has demonstrated its determination to create a clear change. Through a survey, the ward has listed 26 large garbage dumps, along with many environmental “black spots” in residential areas and markets. On that basis, the locality divided into 6 areas, established specialized working groups to monitor and handle violations.

In just two weeks, the ward organized three general cleaning campaigns (July 26, August 2 and August 9), mobilizing the participation of departments, organizations, people and environmental sanitation units, trees, drainage, etc. As a result, the streets are cleaner and more beautiful, people's awareness is raised, contributing to building a bright - green - clean - beautiful urban area.

According to Chairwoman of Tuong Mai Ward People's Committee Dao Thi Thu Hang, the movement will not stop at the surface, but will be implemented in two phases throughout 2025: Phase 1, focusing on 20 main streets; Phase 2 expands to all remaining streets.

Another strategic movement marking Hanoi’s transformation in the digital era is “Digital Popularization” – a campaign to popularize digital knowledge and skills to every citizen. Implementing the digital transformation plans of the City People’s Committee, many communes and wards have launched the campaign “45 days and nights of supporting digital transformation activities”. With the consensus from the grassroots to the people, this movement not only brings technology closer to life, but also lays the foundation for the image of a modern, dynamic digital citizen.

In Duong Hoa commune, the model is implemented systematically. The commune established a Steering Committee for Science and Technology Development, Innovation, Digital Transformation, a support team, a technology rescue team, and especially 46 community digital technology teams with 345 members. These teams work closely with the people, provide enthusiastic guidance, and support 24/7, helping people get acquainted with and easily perform online administrative procedures, gradually accessing the benefits of digital transformation.

Mr. Nguyen Van Huy, Secretary of the Party Cell of Residential Groups 20, 21, 22 of Linh Nam Ward, shared: “The campaign is a golden opportunity for the residential group to build a civilized and modern community. We will promote the effectiveness of computer equipment, printers, etc., that the Party agencies and the Ward People's Committee have given to the Community Digital Transformation Team, helping people access technology and proficiently use digital platforms.”

Spreading the spirit, breaking through from the grassroots

Along with large city-wide movements, many units, associations and unions also proactively launched emulation movements that are close to their characteristics, creating a vibrant competitive atmosphere.

At the July 2025 flag-raising ceremony - the first flag-raising ceremony since Hanoi began operating a two-level government model, the Hanoi City Police launched 13 emulation topics throughout the force. The topics not only contributed to improving the effectiveness of security and order, but also demonstrated the spirit of innovation and initiative throughout the force.

Also in July 2025, the Yen So Ward Veterans Association launched the "Exemplary Veterans" movement; in early August 2025, the Dai Thanh Commune Women's Union initiated the "Piggy Bank - Lighting up Dreams" movement, evoking the spirit of saving and sharing in the community. The Hoang Liet Ward Youth Union also made an impression when inaugurating the mural project at the Quoc Bao residential group community playground, welcoming the 1st Congress of Hoang Liet Ward Party Committee and celebrating major national holidays.

At this time, many localities also organized conferences on advanced models to summarize the patriotic emulation movement for the period 2020-2025, and at the same time launch the emulation for the period 2025-2030. This is an opportunity to look back, replicate effective models and create new emulation motivation.

Chairman of the People's Committee of Cua Nam Ward Nguyen Quoc Hoan said that the locality is launching an emulation movement for the 2025-2030 period with 4 focuses: Completing political tasks after restructuring the apparatus; developing the economy - society associated with ensuring national defense - security; building a clean and strong Party and political system; promoting the movement "All people unite to build a cultural life", "Emulating innovation, creativity, digital transformation".

Mr. Nguyen Cong Bang, Head of the Emulation and Rewards Committee of Hanoi City, affirmed: “The emulation movements are implemented methodically, both inheriting tradition and meeting the requirements of the times. This is a great source of encouragement, motivating all classes of people to strive to compete to build the Capital to develop sustainably in the era of strong national development.”
