VNPT asks the Prime Minister to assign the responsibility of developing AI at national level

At the recent ceremony to receive the title of Labor Hero of VNPT, Mr. Huynh Quang Liem, General Director of VNPT, directly proposed to Prime Minister Pham Minh Chinh to assign the responsibility of developing national-level artificial intelligence (AI) products to bring Vietnam quickly into the AI era.

Mr. Huynh Quang Liem proposed that, in the National Strategy Program on Artificial Intelligence, for the content of deploying and operating the GPU system (a large data processing system to create images and perform complex arithmetic operations) of the country, VNPT would like to ask the Prime Minister to allow VNPT to participate as the key unit to deploy and operate according to the model of "State investment - Enterprise operation".

Mr. Huynh Quang Liem cited this model as an example that many countries such as Korea, Singapore, UAE, etc. have been applying to effectively mobilize resources and promote the rapid and sustainable development of the national AI ecosystem. This is an inevitable direction to affirm Vietnam's technological sovereignty, data sovereignty and especially AI sovereignty.

The General Director of VNPT also proposed that the Government officially assign the responsibility of building a large Vietnamese language model, as a foundation for Vietnamese AI applications, built by Vietnamese people, focusing on the Vietnamese language as a mission to preserve and spread cultural values and national identity for VNPT to carry out.

Mr. Huynh Quang Liem believes that if assigned this responsibility, it will help technology enterprises like VNPT have the conditions to solve big problems for Vietnam, thereby contributing to creating products that are leading, modern, pioneering, with Vietnamese identity, comparable and able to compete with Big Tech in the world in Vietnamese language processing.

From there, we will move towards building a generative AI model capable of comprehensively processing language, images, sounds, videos, etc. using Vietnamese technology, serving Vietnamese people.

In order to have national-level artificial intelligence products that can be deployed effectively, quickly, and have great spread, VNPT proposed to the Prime Minister to deploy an AI platform and application to support civil servants in processing and operating the administrative procedure system nationwide.

This model has been piloted between VNPT and the Ho Chi Minh City Digital Transformation Center and has also been replicated in provinces and cities in the activities of the 2-level Government since July 1.

For more than 2 million civil servants and public employees, VNPT proposed that the Government deploy the "Digital Desk" platform with integrated GenAI to support and become a comprehensive assistant for civil servants and public employees in their professional activities, from exchanges, emails, online video conferences, intelligent knowledge management, etc.

Currently, VNPT is in the process of piloting this content for more than 30,000 of its employees.

“From such opportunities to deploy AI problems, technology enterprises like VNPT will have the basis and platform to expand AI applications to other fields, serving many needs of the Government, people, Vietnamese businesses and aiming to reach out internationally,” said Mr. Huynh Quang Liem.

In response to VNPT’s proposal, Prime Minister Pham Minh Chinh affirmed that the Government will always accompany, listen, remove difficulties, and create favorable mechanisms for VNPT to maximize its potential, fulfill its mission, and promote all good cultural values. In addition, VNPT also needs to propose to the Government necessary mechanisms and policies for development.

Sharing about the AI issue earlier, Minister of Science and Technology Nguyen Manh Hung said that we are currently in the early stages of the AI revolution.

Some experts in the industry believe that the AI revolution will change the world more than all the revolutions of the past 50 years combined.

Many countries have recognized the importance of AI and have issued national AI strategies. The United Nations and the International Telecommunication Union have identified AI as a key area for promoting cooperation and have organized a series of conferences under the theme of "AI for Good".

The development of AI brings both opportunities and challenges for all of us. Deciding how to use and regulate AI will play a decisive role in shaping our future.
