The Government reviews and gives opinions on the draft Law on Press (amended) and 8 other important draft laws.

On September 8, Prime Minister Pham Minh Chinh chaired the Government's special session on law-making in September 2025 (first session) to review and give opinions on 9 draft laws.

Attending the meeting were Politburo members, Party Central Committee Secretaries, Party Central Committee members, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, Ministers, Acting Ministers, Heads of ministerial-level agencies, Government agencies; leaders of ministries and agencies.

Following the August 2025 legal thematic meeting held on September 4, the September 2025 legal thematic meeting (first session) will review and comment on 9 draft laws including: Law on Personal Income Tax; Law on High Technology (amended); Law on amending and supplementing a number of articles of the Law on Technology Transfer; Law on amending and supplementing a number of articles of the Law on Intellectual Property; Law on amending and supplementing a number of articles of the Law on International Treaties; Law on amending and supplementing 10 Laws related to security and order; Law on Protection of State Secrets (amended); Law on amending and supplementing 15 Laws in the fields of agriculture and environment; Law on Press (amended).

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh said that Resolution 66/NQ-CP of the Politburo has set a requirement that by 2025, the removal of obstacles and "bottlenecks" caused by legal regulations and institutions serving national development must be basically completed, specifically achieving the growth target of 8.3-8.5% in 2025 and double digits in the following years to achieve the two 100-year strategic goals. Therefore, it is necessary to focus on leadership, direction, investment in infrastructure and other necessary conditions to achieve this goal.

Since the beginning of the term, the Government has focused on vigorously implementing the work of building and perfecting institutions - one of the three strategic breakthroughs and one of the important pillars, creating a strong driving force to bring the country steadily into the new era. In particular, the Government has organized 42 specialized meetings on law making, reviewing and commenting on about 80 draft laws and resolutions.

In August and September 2025, the Government continued to focus on law-making work, organizing specialized meetings on law-making to promptly complete and submit to the National Assembly about 113 dossiers, documents, submissions, and reports; including 47 draft laws and resolutions at the 10th Session of the 15th National Assembly.

The Prime Minister requested that ministers and heads of ministerial-level agencies directly direct the work of building and perfecting institutions and take primary responsibility for the quality of legal policies in the areas under their management.

According to the Prime Minister, there is not much time left from now until the opening of the 10th Session of the 15th National Assembly, the amount of work to be prepared is very large, the tasks and requirements are very high, and the nature is very complicated. Therefore, ministries, agencies, especially the heads, need to promote responsibility, leadership, direction, and arrange time, human resources, and resources for the work of building laws and perfecting institutions; have high determination, great efforts, and drastic and effective actions to complete the goals in the work of building and perfecting institutions according to the requirements of the Central Steering Committee on perfecting institutions and laws, headed by General Secretary To Lam.

The Prime Minister requested that ministers and heads of ministerial-level agencies directly direct the work of building and perfecting institutions, and take primary responsibility for the quality of legal policies in the areas under their management, especially for draft laws and resolutions submitted to the upcoming 10th Session of the 15th National Assembly. In the immediate future, it is necessary to ensure good quality and timely progress of draft laws and resolutions submitted to the National Assembly for approval at the upcoming Session.

According to Prime Minister Pham Minh Chinh, the contents discussed at the meeting are extremely important and necessary, including draft laws in the form of "one law amending many laws", aiming to perfect the legal framework, improve the effectiveness and efficiency of state management activities in a number of important fields and in the context of deep international integration; create an open and favorable legal environment and ensure the legitimate rights and interests of people and businesses; promptly remove difficulties and legal obstacles to promote socio-economic development, striving to achieve the set growth target.

The Prime Minister noted the major principles in law-making and institutional improvement such as: "What is mature, clear, proven to be correct in practice, and agreed by the majority, should be legalized; what is still fluctuating and not under the authority of the National Assembly, should be regulated by Government decrees"; "regulations should be concise and go straight to the problems at hand"...

The Prime Minister requested that the submitting agencies ensure that the content requiring comments is concise and clear; clearly state the content to be omitted, the content to be completed, the content to be amended and supplemented, especially the content of decentralization and delegation of authority, along with resource allocation, improving implementation capacity, strengthening inspection, supervision, output control and reviewing, cutting at least 30% of the number of administrative procedures, implementation time and costs of administrative procedure compliance; clearly state the viewpoint of the submitting agency on issues with different opinions.

The Prime Minister requested that members of the Government focus their efforts, intelligence, time, and mobilize resources for law-making work; continue the spirit of innovation; present reports and opinions concisely, clearly, and directly to the point; focus on discussing important issues, major issues, and issues with different opinions in the draft law; and ensure the progress and quality of the meeting.
