Thai Thuy District Social Insurance officers promote voluntary social insurance policies to people at their households.
After being thoroughly advised by the Hong Dung commune's collection service organization on the practical benefits of participating in voluntary social insurance according to the provisions of the amended Law on Social Insurance, effective from July 1, 2025, Ms. Hoang Thi Thoa, Van Don village, proactively registered to participate. Ms. Thoa shared: My family has 6 members who all participate in health insurance. The new law stipulates that the minimum time to participate in social insurance to receive pensions is shortened from 20 years to 15 years, creating favorable conditions for freelance workers to access the policy, so I decided to participate in voluntary social insurance. I consider this a sustainable savings for the future. When I reach retirement age, I still have a stable source of income, do not have to depend on my children, and at the same time, I am guaranteed retirement and death benefits.
Unlike Ms. Hoang Thi Thoa, Ms. Nguyen Thi Huong, a small trader in Zone 2, Diem Dien town, is currently running a small grocery store specializing in consumer goods. After being informed and mobilized by Thai Thuy District Social Insurance officers about the new contents of the 2024 Social Insurance Law, Ms. Huong has a clearer understanding of the meaning and practical benefits of the voluntary social insurance policy. Ms. Huong shared: According to the new regulations, individual business owners are required to participate in social insurance, with a minimum contribution of VND 585,000/month. I think this is a correct policy, suitable for reality, contributing to ensuring long-term social security for workers. I am willing to participate so that I do not have to worry about shortages when I am old and weak. If my business is stable, I will continue to participate more than the minimum level, because the longer I pay social insurance, the higher my pension will be.
With the motto of "going to every alley, knocking on every door, checking every subject", the district Social Insurance cooperates with service organizations to collect directly from each household to propagate, advise, and persuade people to participate in voluntary social insurance. From this practical approach, many typical examples have contributed to spreading humane policies to the people. A typical example is Ms. Ngo Thi Luy, head of the social insurance and health insurance collection service team in Mai Diem residential group, Diem Dien town. Ms. Ngo Thi Luy said: In nearly 10 years of working in this field, I have developed more than 300 people to participate in voluntary social insurance. In the first 5 months of 2025 alone, I have successfully mobilized 10 new participants. Every month, I review and supplement the list of potential participants, closely monitoring the next payment deadline. Before each next payment period, I coordinate with the village chief to promptly notify and remind people to maintain stable participation without interruption.
Thanks to the drastic and synchronous participation of the government and mass organizations, the work of developing voluntary social insurance participants in Diem Dien town has achieved many positive results. To date, Diem Dien town has nearly 500 people participating in voluntary social insurance; more than 24,000 people participating in family health insurance, reaching a coverage rate of 96%. According to Mr. Le Xuan Quy, Chairman of Diem Dien town People's Committee, the locality has 17 residential groups, more than 8,000 households with more than 25,000 people. In 2025, the town was assigned the target of mobilizing 184 people to participate in voluntary social insurance. In the first 5 months of 2025, the town has developed 44 people to participate in voluntary social insurance and 125 people to participate in health insurance, of which Ms. Ngo Thi Luy is one of the positive factors, contributing to spreading social security policies widely in the community.
From the beginning of 2025 to now, Thai Thuy District Social Insurance has developed 45 new units participating in compulsory social insurance, with more than 600 employees, bringing the total number of employees participating in compulsory social insurance to more than 26,500 people; developed 350 people to participate in voluntary social insurance, bringing the total number of people participating in voluntary social insurance to 8,600 people. These numbers clearly reflect the efforts of the entire political system, especially the decisive and synchronous leadership role from the district level to each commune, town, village, and hamlet in expanding social insurance coverage. Mr. Ta Manh Thuong, Deputy Director of Thai Thuy District Social Insurance, said: Closely following the targets assigned by the province, the unit proactively advised the District People's Committee to issue decisions to assign specific targets to each commune and town; innovate the content, form, and communication methods suitable for each target group; assign cadres in charge of the area; promote administrative procedure reform, implement electronic file transactions; Strengthening the review, assessment, and expansion of the network of collection service organizations and collection staff, creating favorable conditions for social insurance and health insurance participants. Towards ensuring social security, the district Social Insurance actively propagates the Social Insurance Law No. 41/2024/QH15, effective from July 1, 2025, notably the regulation that individual business owners are required to participate in social insurance. On that basis, the district Social Insurance closely coordinates with the tax sector to review units and business households that have not participated; propagate, advise and support people to fully exercise their rights and obligations according to the provisions of law. In particular, in the context of preparing to implement the 2-level local government model, the district Social Insurance assigns staff to closely follow the locality, promptly coordinate with collection service organizations to remove difficulties and obstacles, ensuring no interruption in the development of social insurance and health insurance participants. Determined to expand social insurance coverage, moving towards realizing the goal of universal social insurance in a sustainable and effective manner.
