Focus on preventing and controlling small leaf rollers to protect the 2025 rice crop

According to the report of the Department of Agriculture and Environment, in the 2025 crop, the whole province sowed and planted over 127,310 hectares of rice; up to now, the rice area in the whole province is growing well, early-season rice is in the standing and panicle-forming stages; mid-season and late-season rice is in the tillering and late-flowering stages.

Due to the impact of storm No. 3, many areas of winter-spring rice in the province had to slow down the sowing and planting process, so the growth and development of rice fields in the province are quite different. Currently, in the fields, the density of small leaf rollers is much higher than in the 2024 winter-spring crop and the average of many years, causing widespread damage to rice fields in the province. Small leaf roller larvae bloomed from August 15 to August 23, with a common density of 300-500 larvae/m2; in high places, 700-1000 larvae/m2, in some cases, over 2,000 larvae/m2 such as in Giao Thuy, Giao Hung, Giao Ninh, Xuan Phu, Hai Tien, Khanh Nhac, Yen Tu, Quang Thien communes... If not sprayed in time, it will greatly affect the growth and development of rice.

To ensure the success of the 2025 winter-spring crop production, on August 17, 2025, the Provincial People's Committee issued Official Dispatch No. 06/CD-UBND requesting the People's Committees of communes and wards to direct specialized departments and agricultural cooperatives to strengthen field inspections, closely monitor the development of small leaf rollers and weather developments; urgently guide people to organize timely and effective spraying from August 18-23 according to the direction in Official Dispatch No. 1411/SNN-TTBVTV dated August 14, 2025 of the Department of Agriculture and Environment on focusing on caring for and preventing small leaf rollers on rice in the 2025 winter-spring crop.

Pay attention to areas with high worm density of over 500 individuals/m2, after spraying 3-5 days, check again, if the worm density is over 50 individuals/m2, spray a second time. Direct specialized units and agricultural cooperatives to mobilize the best conditions for prevention work, especially applying mechanized spraying measures using unmanned aerial vehicles to ensure progress and quality of spraying. Instruct people to use the following drugs: Incipio® 200SC; Clever 150SC, 300WG; Ammate®150EC; Obaone 95WG, Divine 180SC... according to the manufacturer's dosage; prioritize the use of specific drugs Incipio® 200SC; Clever 150SC, 300WG.

Coordinate with relevant sectors to strengthen inspection of the business and use of fertilizers and pesticides to prevent price increases, counterfeit and poor quality goods from circulating in the market, causing damage to production and environmental pollution. Direct the radio system to increase the time of propaganda and provide guidance on technical measures for spraying small leaf rollers so that people know and implement them, avoiding the situation where people are subjective and do not prevent them.

The Chairman of the Commune People's Committee is responsible to the Chairman of the Provincial People's Committee if the disease spreads due to subjectivity, lack of leadership and direction in preventing and controlling small leaf rollers, affecting the growth and development of rice plants. Regularly report to the Provincial People's Committee through the Department of Agriculture and Environment for timely direction.

The Department of Agriculture and Environment established working groups to inspect, urge, direct and guide the work of disease prevention and control. Timely detect, report and advise the Provincial People's Committee to criticize localities that are negligent, subjective and lack determination in directing the outbreak, spread and prolongation of diseases. Direct specialized agencies to concentrate specialized staff, coordinate with communes and wards to strengthen field inspection (including holidays), closely monitor the development of small leaf rollers and the weather to guide timely and effective care and prevention measures. Synthesize and report the prevention results of localities and propose guiding measures.
