Proactively establish science and technology enterprises
Eden Hub Agricultural Technology Joint Stock Company in Ham Thuan Bac commune operates in the field of agricultural digitalization, and is the fourth science and technology (S&T) enterprise established in the coastal area of the province. Mr. Nguyen Van Duc - General Director of the company said: “Lam Dong is a locality rich in agricultural, energy and resource potential, an opportunity for businesses to make a breakthrough if they know how to choose to effectively deploy S&T models in production. Eden Hub's platform aims to help farms and production households record electronic diaries according to standards; manage area, output, and farming schedules in real time; export QR codes to trace the origin of each product batch; integrate with e-commerce, finance, and digital systems. Recently, Eden Hub signed a contract with Felix E-commerce Floor (Ho Chi Minh City) in the application of S&T, digital transformation in the agricultural sector, helping farmers put agricultural products on the floor and attach QR codes to trace the origin”.
Through workshops of the Department of Science and Technology, in cooperation with the Farmers' Association of the provinces, Eden Hub has conducted training sessions for a large number of farm owners and farming households. Thereby, more than 500 households in and outside the province have downloaded and used the app; nearly 600 hectares of cultivation area have been digitized (passion fruit, ginger, okra, biomass corn, etc.). However, like other types of enterprises, the science and technology enterprise model faces many challenges and obstacles. "Eden Hub needs support in credit packages to support science and technology enterprises; access to land funds to deploy models applying science and technology combined with digital transformation for agriculture. In addition, localities need to have policies to recognize digital data, support integration, and create conditions to build a digital agricultural production management ecosystem for Eden Hub today", Mr. Nguyen Van Duc shared.

Previously, the coastal area of the province had 3 established and operating science and technology enterprises: Binh Thuan Dragon Fruit Company Limited, Viet Nhat BIO Technology Company Limited, Phuc Ha Juice Company Limited. Mr. Le Quang Huy - General Director of Binh Thuan Dragon Fruit Company Limited said: “The characteristics of the business of patented products of science and technology enterprises often encounter many difficulties, because these are products that people do not know, and the market has not consumed them. Therefore, it is difficult for enterprises to find materials to conduct trial production, difficult to design and shape the production process. An patented product must go through the process of finding solutions, conducting research and development (R&D) with a lot of costs, repeating many times, overcoming failures to create the final product. Enterprises themselves need to orient the development of new science and technology enterprises to achieve success”.
Experts also said that in order to provide effective support, relevant departments and sectors need to base on the analysis of the difficulties and advantages when an enterprise becomes a science and technology enterprise, accompany enterprises to remove limitations and obstacles, and promote the application of preferential policies for enterprises. Promoting commercialization activities to help enterprises achieve the conditions to enjoy preferential policies is also one of the important factors. Local enterprises need to boldly invest in innovation, creativity, and develop more science and technology enterprises, contributing to increasing competitiveness in the market.
In the related framework, Ms. Mai Thanh Nga - Deputy Director of Lam Dong Department of Science and Technology said that through supporting the development of science and technology enterprises, it creates conditions for enterprises to participate in training courses to establish, manage and operate enterprises of this type, and enjoy preferential policies of the State according to regulations. Enterprises operating in this direction are included in the province's Science and Technology Market Development Program. Accordingly, the province encourages enterprises to innovate, invest in research, application, technological innovation, and improve the competitiveness of goods and products, especially those with advantages such as: dragon fruit, seafood processing, rubber, tragacanth gum, durian, longan, etc.
Ms. Nga said that enterprises need to proactively invest in establishing a science and technology development fund, forming science and technology enterprises following the green transformation trend of the Government. Accordingly, they will enjoy preferential policies in income tax exemption and reduction, land rent exemption and reduction, credit incentives, support for research and commercialization, application and innovation of technology, according to the provisions of Decree No. 13/2019/ND-CP of the Government; specifying Circular No. 03/2021 dated January 11, 2021 of the Ministry of Finance. Specifically, units established under 5 years, operating under the Law on Enterprises; have revenue from production and trading of products formed from science and technology results reaching a minimum rate of 30% of total revenue. Enterprises operating in this field are exempted from tax for the first 4 years, reduced by 50% of payable taxes in the next 9 years; exempted from land rent, water surface rent; Credit incentives for businesses when conducting scientific research activities, developing production and business technology.
