Together with the cadres of Nam Xe commune and the people, we patrolled and inspected the forests in the villages of Man 1, 2, and Den Thang. We saw the vast green forests stretching out like “green lungs” that not only created fresh air, but also brought many benefits to the people, according to the people.

Mr. Ly Van Kiem - a villager shared: As a member of the specialized team for forest management and protection in the village, I often work with the forest rangers and the commune's land officials to clear the ground cover in dry areas with high risk of fire, and check the forest fire level signs. Thanks to that, each year I receive 1-2 million VND in forest environmental service payments. From this money, not only I but also the households that take care of and protect the forest have more income to invest in livestock and crops. Since having money to pay for forest environmental services, people have more income and better awareness of forest protection.

It is known that Nam Xe commune has a total forest area of ​​5,329.83 hectares, of which natural forest is 4,913.23 hectares, planted forest is 260.84 hectares. The entire forest area in the area has the function of protection, production, and water resource protection. Mr. Doan Van Hoang - Standing Deputy Secretary of the Commune Party Committee said: In order to effectively pay for forest environmental services, the commune has recently stepped up propaganda for people to cultivate fields, go into the forest without burning indiscriminately; do not destroy forests for firewood or wood to build houses. The commune has completed the specialized forest management and protection team in the villages, the team has the task of regularly propagating to the people and forest owners to improve their knowledge in forest fire prevention and fighting; patrolling, protecting, planting and developing forests.

The commune assigned the community of 17 villages and 3 groups of households in the commune to manage and protect. In 2024, the whole commune had 1,421 households and groups of households receiving planting, caring for and protecting nearly 3,000 hectares of protective forest. Thanks to that, 1,421 households and groups of households received nearly 4.5 billion VND of forest protection services from the District Forest Protection Management Board. From the money paid for forest protection services, many groups of households contributed to buy equipment to serve the needs of the community such as: loudspeakers, tables and chairs or added to build a cultural house, used as a fund for visiting sick people. Many individuals also used it to invest in economic development and send their children to school.

Along with that, the payment for forest services has contributed to raising awareness in forest protection and development. Currently, 17 villages in the commune have specialized forest protection and management teams, not only coordinating with specialized agencies but also proactively patrolling, protecting, planting and taking care of forests; regularly coordinating with village chiefs and prestigious people in the area, integrating with Party cell meetings and village meetings to propagate forest preservation and protection, not to cut down forests and prevent and fight forest fires. In particular, the villages have included regulations prohibiting fire to collect bees, collect non-timber forest products, burn grasslands, etc. in the village's conventions and covenants. Thanks to that, the current forest coverage rate of the commune is 50.37%.

Mr. Le Thanh Loi - Head of Phong Tho District Protective Forest Management Board said: In 2024, the whole district has 23,195.05 hectares of forest in the area of ​​forest environmental service payment. The Board has paid nearly 31.6 billion VND to 13,674 households and groups of households receiving forest environmental service planting, care and protection. To ensure that the money for forest environmental service payment is paid to the right people, the right subjects and in a timely manner, the Board has recently coordinated with communes and towns to direct the villages to meet with households to publicize the amount of money received, and guide the villages to develop regulations on management and use of forest environmental service money to ensure publicity and transparency.

With the achieved results, the payment for forest environmental services is proving effective, not only contributing to protecting the ecological environment but also bringing sustainable livelihoods, creating a stable financial mechanism, gradually reducing dependence on the State budget. At the same time, it gradually changes the thinking and actions of the mountainous people in participating in the work of protecting, caring for and developing forests.
