Accordingly, the Department requested the People's Committees of districts, towns and cities to direct the Department of Education and Training to guideeducational institutions to organize enrollment in a flexible manner, ensuring the right to study of children and students; create the most favorable conditions for students to study in accordance with the actual situation of the locality; continue to implement preferential regimes and policies by region for students who are enjoying priority according to current zoning decisions until a new zoning decision is issued to replace them; urgently complete enrollment in grade 6 of junior high schools and boarding schools for ethnic minorities at the junior high level within the prescribed time. In addition, fully prepare the conditions to hand over tasks under the state management function of education to the People's Committees at the commune level after the end of the Department of Education and Training's activities according to the instructions of competent authorities; ensure that educational activities in the area are not interrupted or disrupted.

The Department of Education and Training also requested the People's Committees of districts, towns and cities to direct local departments and offices to coordinate with the Department of Education and Training to ensure conditions for implementing primary school enrollment in the context of preparing to apply the 2-level local government model.
