Although it is a mountainous commune with a low starting point, the NTM program has created a new momentum for Khanh Son commune. The yellow-fleshed durian tree has helped the average income per capita in the commune rise to nearly 46 million VND/person/year. Ms. Mau Thi Bach - Head of Hon Dung village (Khanh Son commune) shared: “In the past, in Hon Dung village, the roads were muddy, there were many temporary houses, and there was a lack of water for daily use. Now, the material and spiritual life of the people is constantly improving. 100% of the people participate in health insurance; 92% of households have access to clean water; 90% of households have solid houses; 100% of village roads and alleys are concreted, the landscape is bright - green - clean - beautiful. People know how to do business , many families are well-off, and their children are educated”.

In Suoi Hiep commune, the fields no longer have scenes of farmers with muddy hands and feet, but instead, there is the bustling sound of combine harvesters on the wide concrete roads. Mr. Nguyen Van Toan, a household with more than 1 hectare of rice seeds, shared: "Now farmers are much happier, from land preparation, sowing, care to harvesting, there are machines. After the rice is harvested, the enterprise will buy it right at the field and transport it away." That is the result of the new rural construction program in the commune.
Not only changing the face of the countryside, starting in 2010 with the goal of building basic infrastructure, in the 2021 - 2025 period, the new rural construction program focuses on improving economic life, creating prosperous countrysides with unique, high-quality agricultural products through a series of specialized programs. In restructuring agriculture and developing value chains, in the 2021 - 2024 period, the State and people have converted thousands of hectares of ineffective land to grow high-value fruit trees such as mango, grapefruit, jackfruit. By May 2025, hundreds of growing area codes for key products such as mango and durian have been granted to serve official exports. Dozens of safe agricultural value chains, from production to distribution, have been formed for items such as: Green vegetables, fruits, seafood and livestock and poultry meat. In particular, the One Commune One Product (OCOP) program has been effectively implemented, enhancing the value of typical products, standardizing products to meet the needs and demands of the market. Up to now, the whole province has about 600 OCOP products, from fresh bunches of grapes and processed products from grapes, apples, lamb, asparagus, some typical herbs in the southern region of the province, to agarwood, bird's nest, seaweed, seafood and many typical fruits such as durian, mango, grapefruit in the northern region of the province.
In addition, many programs to diversify livelihoods for people in rural areas have also been implemented, such as mud-free eel farming, high-quality goat breeding, Semi-Biofloc shrimp farming, and cordyceps mushroom cultivation. The province has created conditions for businesses and cooperatives to access the market through fairs and e-commerce platforms. Many production-consumption linkage models are prioritized, such as goat farming associated with eco- tourism or clean salt production according to the linkage chain.
Modern rural orientation
According to Mr. Huynh Quang Thanh - Deputy Chief of the Provincial Office for Coordinating the New Rural Program, in the period of 2021 - 2025, both Khanh Hoa (old) and Ninh Thuan (old) will implement the New Rural Program with high determination. Resolutions and action plans will be issued early, responsibilities will be clearly assigned, and effectively integrated with national target programs for sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas. By mid-2025, Khanh Hoa province (old) has 87/94 communes meeting the New Rural standards, of which 28 communes meet the advanced New Rural standards, 6 communes meet the model New Rural standards. Ninh Thuan province (old) has 41/47 communes meeting the New Rural standards, 12 communes meet the advanced New Rural standards, and many localities strive to complete the model criteria for environment and landscape. After the reorganization, the whole Khanh Hoa province (new) has 48 communes, of which 28 communes meet the new rural standards, 4 communes meet the advanced new rural standards. Essential infrastructure such as electricity, roads, schools, and stations are invested synchronously and spaciously, 100% of communes have car roads to the center. The material and spiritual life of the people is constantly improved.

Looking back over the past 5 years, the NTM program has achieved remarkable achievements, from planning, infrastructure development to effective restructuring of the agricultural sector. To date, no commune has achieved less than 15 criteria, an average of 18 criteria/commune. Production support policies, especially OCOP, have greatly contributed to increasing income and modernizing market access methods for people. This success comes from the determination of the entire political system and the widespread response and consensus among the people. The emulation movement "The whole country joins hands to build NTM" has aroused the spirit of solidarity, helping each other develop the economy, preserve cultural identity and strive to become rich legitimately.
With a solid foundation, Khanh Hoa is focusing on preparing for the New Rural Program for the period 2026 - 2030. Especially when there is a framework policy on the New Rural Program of the Central Government, the province immediately deploys the development of documents to implement the program in the province, specifically building a roadmap and implementation plan to ensure the program is implemented synchronously and effectively.
