Located in Dak Po district, in recent times, Regiment 38 of Division 2 has closely coordinated with local authorities to do a good job in social security work, taking care of a Vietnamese Heroic Mother, visiting and giving gifts to families with preferential policies on holidays and Tet; supporting livelihoods for poor households and people in difficult circumstances, participating in eliminating temporary and dilapidated houses in the area.
Implementing the movement "Joining hands to build new rural areas", from 2020 to now, the Regiment has organized 10 field trips with 9,810 working days to reinforce rural roads, dredge canals, clean up, build green-clean-beautiful landscapes for many villages, hamlets, and residential areas; maintain the "Rice jar for the poor" savings model with 48,820 kg of rice to support the poor and households in difficult circumstances; build 2 gratitude houses with a total amount of 120 million VND.
The unit regularly innovates and improves its overall quality, focusing on training complex situations that are close to actual combat situations. The management and exploitation of weapons and technical equipment are tightened, applying standardized procedures, minimizing incidents and accidents, thereby better ensuring training tasks and combat readiness.
Lieutenant Colonel Pham Le Linh, Commander of Regiment 38, said: “With the efforts and determination of the entire regiment's officers and soldiers, in 2022, the unit was awarded a certificate of merit by the Minister of National Defense for achieving the title of "Determined to Win Unit" for two consecutive years (2020-2021). In 2025, the Regiment was awarded the Third Class Fatherland Protection Medal by the President.”
Lieutenant Colonel Bui Dinh Thu - Commander of Regiment 1 (located in Thanh An commune, An Khe town) mentioned some outstanding results: The unit has actively researched initiatives, improved techniques, and renewed teaching aids; mobilized 71,897 working days, invested more than 4.4 billion VND in building and consolidating facilities, training grounds, and training grounds; annually hosted and ensured that the Military Region and Division organized training for cadres at all levels with good results; the work of approving lesson plans and training cadres was carried out regularly.
The Regiment adheres to 3 viewpoints, 8 principles, 6 combinations, and organizes training to complete 100% of training content for the subjects; the number of trained personnel reaches 99.33% or more; the test results of 100% of training officers are according to the hierarchy, of which 76.5% of Regiment and Company officers; 100% of Battalion and Regiment officers are trained well and excellent; 100% of subjects meet the requirements, about 77.78% are good and excellent.
The unit has effectively implemented the Project "Innovation of political education work at the unit in the new period"; conducted annual political examinations for 100% of subjects meeting the requirements or more, of which over 78.5% were good and excellent; participated in the competition of political reporters and lecturers with high results. Maintained the routine of "One law per week", "Learning methods to handle an ideological situation per week", "Law Day", "One teaching of Uncle Ho per day", and the activities of the "Military psychological and legal consulting group".
“Along with that, the quality of training and combat readiness has been constantly improved; Party and political work has become increasingly in-depth and effective; logistics and technical work closely follows the unit's tasks, ensuring all aspects of soldiers' lives. Most cadres and party members have strong political will, are responsible and highly determined,” the Commander of Regiment 1 excitedly shared.
Stationed in a large area, but with the spirit of solidarity, unanimity and high determination from the Division level to the companies, in recent times, the Division has organized and successfully completed all tasks and achieved many proud results.
In the 2020-2025 period, the Division organized training according to the motto "Basic - Practical - Solid"; managed and operated training in a unified and scientific manner; the test results of all contents met 100% requirements, 83.6% were good and excellent, an increase of 5.98% compared to the 2015-2020 period, exceeding the target by 8.6%; organized and participated in competitions and sports events, achieving many high rankings.
Exercises at all levels in the Division, participation in defense area exercises in provinces and joint military exercises with forces of the Ministry of National Defense and Military Region 5 were highly appreciated; especially the strategic combat exercise on the Central battlefield successfully completed the task.
Implementing many positive and effective solutions in leading the building of a politically strong Division. Directing the innovation of political education work according to the directives and projects of superiors; closely combining political education with propaganda and dissemination, legal education; the number of troops participating in political study reached 99.92%, 100% of the test results met the requirements, 79.52% were good and excellent, exceeding the target by 4.52%.
The unit has promoted the study and following of Ho Chi Minh's ideology, morality and style in conjunction with the implementation of the Campaign "Promoting tradition, dedicating talent, worthy of the title "Uncle Ho's soldiers" in the new era". There have been many creative models and effective methods, widely applied in the Division and replicated in the armed forces of Military Region 5.
Implementing many policies and drastic measures to lead the construction of a strong and comprehensive "Exemplary and typical" model division; making a breakthrough in "Improving the quality of regular construction, law enforcement, discipline, and ensuring unit safety" has basically changed in all aspects; the rate of common disciplinary violations has decreased by 0.12% compared to the previous term. The division has allocated more than 4.3 billion VND from the unit's fund and mobilized 182,000 working days of soldiers to improve the landscape and environment to become brighter, greener, cleaner, and more beautiful.
Party building work has had many positive changes, improving leadership capacity and fighting strength, meeting mission requirements. Party development work has received attention. From 2020 to present, the entire Division has admitted 876 party members, reaching 109% of the plan.
The Division regularly trains and develops a team of cadres with high qualities, capacity and responsibility. The number of cadres who complete their tasks well and excellently is 91.9%, an increase of 1.64% compared to the 2015-2020 term. The work of reserve officers, cadre policies and the Army's rear has received attention from Party committees at all levels.
Colonel Le Sy Hung - Party Secretary, Political Commissar of Division 2 emphasized: Promoting the achieved results, in the coming years, all officers and soldiers of the Division will continue to uphold the spirit of solidarity, unification of will and action to build a strong and comprehensive Division "Exemplary, typical"; focus on building a strong Party Committee of the Division, building a team of officers to meet the requirements of tasks in the new situation, worthy of the tradition of the unit being honored twice by the State with the title "Hero of the People's Armed Forces".
