Summary of emulation and reward work of the District Emulation Cluster: Maintaining the spirit of emulation, ensuring effective transition in the new administrative unit model

(Haiphong.gov.vn) – On the afternoon of June 12, at the headquarters of Kien Thuy District Party Committee, the Emulation Cluster of Hai Phong City districts held a conference to review the implementation of the emulation covenant in the first 6 months of 2025. Comrade Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee attended and gave a speech at the conference.

At the Conference, delegates focused on evaluating the results of implementing patriotic emulation movements in the first 6 months of 2025; at the same time, discussing solutions to continue effectively implementing Directive No. 01/CT-UBND dated January 13, 2025 of the City People's Committee on implementing the Law on Emulation and Commendation, promoting the organization of patriotic emulation movements, contributing to the successful implementation of the city's 2025 action theme.

From the beginning of 2025, the districts in the Emulation Cluster have proactively developed plans, organized the signing of emulation covenants and launched movements with practical content, closely following the political tasks and practical situation of each locality. Emulation movements have been deployed widely and effectively, especially those launched by the Central and the city such as: "The whole country joins hands to build new rural areas"; "For the poor - No one is left behind"; "Cadres, civil servants and public employees compete to implement office culture"; "Promoting the development of synchronous and modern infrastructure and practicing thrift, fighting waste"...

Emulation movements are closely linked with the implementation of Directive No. 05-CT/TW of the Politburo on studying and following Ho Chi Minh's ideology, morality and lifestyle, thereby continuing to create positive changes in the awareness and actions of cadres, party members and people.

The commendation work was carried out promptly and in accordance with regulations, focusing on commending small groups and direct workers. Many advanced examples, good models, and new factors were discovered, nurtured, and replicated, contributing to strongly spreading the spirit of patriotic emulation throughout the Cluster.

Speaking at the Conference, Standing Vice Chairman of the City People's Committee Le Anh Quan acknowledged and commended the outstanding results achieved by the districts in the Emulation Cluster in the first 6 months of 2025. The Vice Chairman emphasized that in the context of the city restructuring administrative units according to the new government model, the districts need to continue to promote the emulation spirit and spread the achieved results to the new administrative units. At the same time, maintain the set socio -economic development goals and targets; ensure that the transfer of records and documents is carried out completely and safely, especially for records related to land management. The Standing Vice Chairman also requested the City Emulation and Reward Board to study and propose a plan to convert the District Emulation Cluster model to a model suitable for the new administrative units, in order to ensure continuity and effectiveness in organizing patriotic emulation movements.

At the Conference, the City People's Committee awarded the Government's Emulation Flag to the People and officials of An Lao district, and the City People's Committee's Emulation Flag to the People and officials of Thuy Nguyen city for their outstanding achievements and exceeding the emulation targets in 2024.

Also at the Conference, 6 collectives were awarded Certificates of Merit by the City People's Committee. Of which, 02 collectives with outstanding achievements in performing their tasks in 2024 were An Duong district and Kien Thuy district. 04 collectives were awarded by topic including: Cat Hai district (achievements in budget collection), Tien Lang district (new rural construction), Vinh Bao district (social security), and Bach Long Vy district (national defense - security).
