Speaking at the discussion session of group 8 (including the National Assembly delegation of Can Tho city and the provinces of Dien Bien, Kon Tum , and Vinh Long), Prime Minister Pham Minh Chinh affirmed that the contents submitted to the National Assembly are objective requirements in the context of the current situation of the country and the rapidly evolving regional and world situation.
During this term, the Covid-19 pandemic, its consequences; conflicts in regions around the world, disruptions in supply and production chains, and the consequences of Typhoon Yagi... have all impacted our country's economy.
This term has seen many leadership changes, especially the departure of the late General Secretary Nguyen Phu Trong. The economy is still modest in scale, as a developing country, our resilience is limited. In such a context, we have overcome it under the leadership of the Party, often directly by the Politburo, the Secretariat, headed by the General Secretary and the participation of the entire political system; the consensus and coordination of the people and businesses, and the help of international friends.
The most important thing is to maintain macroeconomic stability, control inflation at the lowest level in the world; promote growth, such as in 2024, growth will be among the highest in the world and the region. The major balances of the economy are guaranteed. Foreign investment increases, the trade balance increases, such as in 2024, it will be in the top 20 in the world in terms of trade activities.
Recently, we had a healthy, joyful, basically safe and exciting Tet. Every family had Tet, every person had Tet, leaving no one behind.
In particular, the reform of the administrative apparatus according to Resolution 18 of the Central Committee was carried out resolutely, basically receiving the people's support and consensus, and the entire political system quickly got involved. This year we talk about breaking through, accelerating and reaching the finish line. Although it is very difficult, no matter how difficult it is, we must do it, we cannot do it without it. “Therefore, the Government finds it necessary to report to the Politburo that the Central Committee can strive for higher targets in 2025, specifically increasing growth to 8% or more. Recently, after the Central Committee Conference, the Government issued a resolution to immediately assign growth to provinces, cities and relevant ministries and branches,” Prime Minister Pham Minh Chinh informed.
Promoting 3 strategic breakthroughs
Regarding solutions, Prime Minister Pham Minh Chinh emphasized to create creative space for ministries, branches, localities, enterprises and related entities to creatively achieve growth targets. Everyone must do it, everyone must participate under the leadership of the Party. Choosing a high growth target requires high credit growth, combined with fiscal policy, creating favorable conditions for people and enterprises.
Another solution is to promote public investment; recently we have solved some problems by using 1 law to amend 4 laws, 1 law to amend 9 laws. Public investment must lead private investment.
Along with that, we must promote three strategic breakthroughs. First of all, the breakthrough of the breakthroughs is institutional disassembly. The spirit is to resolve any problems where they arise, resolve them when they arise, and whoever has the authority must decide.
Infrastructure breakthroughs must also be vigorously implemented, including transport infrastructure. The government has submitted a number of strategic railway projects, along with a series of specific policy mechanisms to speed up progress, thereby reducing costs, avoiding capital overruns, and not prolonging. Of course, it is necessary to design and strengthen supervision and inspection.
To make people happy and prosperous
According to Prime Minister Pham Minh Chinh, we must develop high-quality human resources; focus investment, not spread out. When assigning tasks, we must clearly define people, tasks, progress, products and responsibilities; strengthen supervision, inspection, urging, promoting and removing obstacles in the implementation organization.
The reform of the apparatus is not just mechanical, but the goal is to improve operational efficiency, reduce administrative procedures, and eliminate the request-grant mechanism. If we cut one level, we will clearly reduce one administrative procedure, plus digitization, improving the effectiveness and efficiency of the apparatus.
