Great policy, strong determination from the Central Government
The closer the date when the newly reorganized provinces and cities and the two-level local government apparatus officially come into operation (July 1), the more some hostile elements distort and spread information aimed at dividing the great national unity bloc of our country.
Viet Tan page spreads that the policy of streamlining the apparatus from 64 provinces and cities to 34 provinces and cities is to build personal image. Similarly, Chan Troi Moi Media page distorts concepts, saying that paying benefits to retired officials is not “streamlining” but “sophisticated” budget division…
Right below the article, some people spoke out to refute the above argument. Account HT commented: “I am a citizen currently living in the country, also U60 (nearly 60 years old - PV), have witnessed many ups and downs of the country and I see a huge breakthrough in our country recently. With a streamlined apparatus, reducing intermediary levels, people will be better served in all aspects.”
This is also the wish of the majority of the people. At the meeting to give opinions on the situation and progress of implementing the Resolution of the 11th Central Conference of the 13th tenure, the conclusions of the Politburo and the Secretariat on the reorganization of the apparatus and administrative units at all levels (on May 3), the Politburo and the Secretariat noted that the collection of public opinions on the projects on reorganization and merger at the provincial and communal levels had an average consensus rate of about 96%. The above figures demonstrate the great trust of the people in the policies of our Party and State.
Identifying the distorted information on social networks recently, Dr. Bui Ngoc Hien, Ho Chi Minh City Academy of Officials, analyzed that streamlining the state apparatus is a major policy that has been consistent throughout many terms of our Party and State. Especially, in the current period, when the country is facing new development requirements, the Politburo, the Secretariat, the National Assembly , and the Government have issued a series of specific directives, creating a solid legal corridor for the implementation process.
Most recently, Conclusion 169-KL/TW of the Politburo required the completion of the two-level local government model; promoting the completion and sending of the "commune-level work handbook" to localities before July 1; and arranging cadres, headquarters, and payroll in a scientific , public, and transparent manner. Or Resolution 190/2025/QH15 of the National Assembly - a landmark resolution - has adjusted legal procedures, ensuring continuity in serving public administrative services, not allowing the process of streamlining the apparatus to cause disruptions for people and businesses... "That shows that this is not a campaign-like, temporary action, and certainly not a "political pie in the sky", but a comprehensive reform program, carefully prepared in terms of institutions and organization, with a specific roadmap, synchronized from top to bottom", commented Dr. Bui Ngoc Hien.
Currently, there are many distorted arguments appearing on the Internet that the streamlining of the apparatus is just a formality, "changing seats" among officials, causing waste of resources, even serving group interests. According to Dr. Nguyen Thi Viet Ha, Saigon University, these arguments are not only incorrect in nature but also underestimate the reform efforts of the entire political system.
In fact, the directives from the central to local levels all emphasize the highest goal of streamlining the apparatus in the direction of reducing intermediate levels, reducing overlap, increasing effectiveness and efficiency of operations. Along with that is saving budget expenditures, streamlining the payroll, and rearranging the staff according to the principle: right person, right job, meeting the requirements of serving people and businesses in the new context. Dr. Nguyen Si Dung, former Deputy Head of the National Assembly Office, also commented that streamlining the apparatus is to focus on people with capacity, enthusiasm and the ability to innovate thinking, in order to reduce intermediate levels, eliminate cumbersomeness in the management system and increase service efficiency.
Increase the effectiveness and efficiency of state management
According to the analysis of many experts, reducing one intermediate level of government (not organizing a district government) helps shorten the decision-making process and reduce the situation of shirking responsibility. At the same time, it promotes the spirit of initiative and responsibility of commune and provincial governments. Reducing intermediate levels and streamlining the apparatus helps reduce budget costs and add resources for development investment. According to the estimated data of the Ministry of Home Affairs, the total cost of saving on salaries and administrative expenses is 190,500 billion VND in the period of 2026-2030 due to the reduction of provincial, district, commune-level officials and non-professional officials.
Meanwhile, this streamlining process is not only about cutting down the apparatus, but more importantly, it is about innovating the leadership method, focusing on the quality of the staff. The selection of staff is no longer based on quantity but on those who are capable, qualified, dedicated, and capable of truly meeting the job requirements in the new period. A very important point is that the process of preparing to rearrange the apparatus at all levels has been conducted by collecting people's opinions. The summary report of the Ministry of Home Affairs and many localities shows a very high level of consensus. They believe that the new apparatus will reduce hassle, staff will be closer to the people, more responsible, and there will no longer be many "doors" and many stages.
Closely following and linking the developments of the "revolution" of streamlining the apparatus since summarizing the implementation of Resolution 18-NQ/TW of the 12th Party Central Committee to date, Dr. Bui Ngoc Hien analyzed that, looking at the whole picture, this streamlining of the government apparatus is an institutional revolution, not simply a matter of apparatus organization. According to Dr. Bui Ngoc Hien, from a political perspective, it can be seen that this is a step to concretize the spirit of the Central Resolution, aiming to build a modern, effectively operating socialist rule-of-law state for the people. From an economic perspective, the rearrangement of the apparatus helps reduce operating costs, creating resources for development investment, social welfare and essential public services. As for the social perspective, people are served faster and more effectively. The state apparatus must not only be close to the people but also be transparent, responsible and take people's satisfaction as a measure.
The current strong steps in streamlining and streamlining the government apparatus at all levels show that the Party and State do not just talk, but actually do it, and do it thoroughly. This is a profound and systematic reform program, of historical significance to the country's development process and meets the people's aspirations for a service-oriented, transparent and effective administration.
