How are local authorities, vehicle registrations and license plates determined?

The National Assembly has just passed a Resolution on the arrangement of provincial administrative units in 2025, reducing the number of provinces and cities from 63 to 34. How will vehicle registration and traffic documents be implemented after the administrative unit rearrangement?

How are local authorities, vehicle registrations and license plates determined?

On the evening of June 15, Colonel Nguyen Quang Nhat (Head of the Traffic Accident Investigation and Resolution Department - Traffic Police Department, Ministry of Public Security ) provided information on vehicle registration and license plate issuance after the administrative unit reorganization.

According to Colonel Nguyen Quang Nhat, after the rearrangement of administrative units to 34 provinces and cities, the license plates in the localities will remain the same. For the merged localities, the license plates will be the ones of the localities before the merger.

In addition, vehicle registration certificates issued before July 1, 2025 will continue to be used.

Colonel Nguyen Quang Nhat also informed that organizations and individuals can choose to register their vehicles at the commune-level police station in the province or city (where the vehicle owner resides or has his/her headquarters).

11 provinces and cities that did not implement the arrangement are: Cao Bang, Dien Bien, Ha Tinh, Lai Chau, Lang Son, Nghe An, Quang Ninh, Thanh Hoa, Son La and Hanoi city, Hue city.
