Regulations on regional minimum wages according to new commune level from July 1

(DN)- From July 1, 2025, the list of commune-level localities of 34 provinces and cities applying the regional minimum wage for employees working under labor contracts will be implemented in Appendix 1, Decree 128/2025/ND-CP dated June 11, 2025 of the Government regulating decentralization and delegation in state management of the internal affairs sector.

Decree 128 clearly states that when applying the monthly minimum wage and the hourly minimum wage to employees working for employers at the commune level, in cases where the minimum wage is lower than before July 1, 2025, employers shall continue to implement as applied to district-level areas before July 1, 2025 until the Government has new regulations.

Currently, the Government regulates the minimum wage for employees working under labor contracts according to Decree No. 74/2024/ND-CP, applicable from July 1, 2024 to present, with 4 wage regions.

Specifically, region I is currently 4.96 million VND/month; region II is 4.41 million VND/month; region III is 3.86 million VND/month; region IV is 3.45 million VND/month. The corresponding hourly minimum wage in region I is 23,800 VND/hour, region II is 21,200 VND/hour, region III is 18,600 VND/hour, region IV is 16,600 VND/hour.

The regional minimum wage is the lowest wage paid to workers doing the simplest work under normal working conditions, to ensure the minimum living standards of workers and their families, in accordance with socio -economic development conditions. The application of the regional area is determined according to the place of operation of the employer.

In Dong Nai , region 1 includes the wards: Bien Hoa, Tran Bien, Tam Hiep, Long Binh, Trang Dai, Ho Nai, Long Hung, Binh Loc, Bao Vinh, Xuan Lap, Long Khanh, Hang Gon, Tan Trieu, Phuoc Tan, Tam Phuoc, Phu Ly and the communes of Dai Phuoc, Nhon Trach, Phuoc An, Phuoc Thai, Long Phuoc, Binh An, Long Thanh, An Phuoc, An Vien, Binh Minh, Trang Bom, Bau Ham, Hung Thinh, Dau Giay, Gia Kiem, Thong Nhat, Xuan Duong, Xuan Dong, Xuan Dinh, Xuan Phu, Xuan Loc, Xuan Hoa, Xuan Thanh, Xuan Bac, Tri An, Tan An.

Region 2 includes the wards: Minh Hung, Chon Thanh, Dong Xoai, Binh Phuoc and the communes of Xuan Que, Cam My, Song Ray, La Nga, Dinh Quan, Phu Vinh, Phu Hoa, Ta Lai, Nam Cat Tien, Tan Phu, Phu Lam, Nha Bich, Tan Quan, Thuan Loi, Dong Tam, Tan Loi, Dong Phu, Dak Lua, Thanh Son.

Region 4 includes the communes: Thien Hung, Hung Phuoc, Phu Nghia, Da Kia, Phuoc Son, Nghia Trung, Bu Dang, Tho Son, Dak Nhau, Bom Bo, Bu Gia Map, Dak O.

Region 3 includes the remaining communes and wards.
