Many localities have not only completed but also exceeded targets and plans, creating a strong ripple effect in the community, becoming a driving force for sustainable human resource development in the locality. According to the Departmentof Education and Training, the province currently has more than 419,000 students, of which more than 35,000 are from poor and near-poor households (accounting for more than 8%), the need to support them to continue studying is very large. Building a Study Encouragement Fund from the district to the commune level is an urgent requirement, both creating resources to care for poor students and promoting the strength of the community in the cause of educating people in the locality.
Project 347/DA-UBND, as soon as it was issued, was seriously grasped and promptly and synchronously implemented by Party committees and authorities in the province. Districts, towns and cities all developed specific plans, clearly defining mobilization goals, such as: Each district mobilized at least 2 billion VND, each commune mobilized 500 million VND/fund. Through extensive propaganda work, the drastic participation of the entire political system, awareness of the importance of promoting learning - talent, building a learning society in the community has been significantly raised. "In recent times, the movement to build a fund has been associated with the emulation criteria for building new rural areas, civilized urban areas and integrated into the local socio-economic development plan" - Secretary of Tan Chau Town Party Committee Nguyen Van Cop shared.
Former Standing Deputy Secretary of An Giang Provincial Party Committee Le Van Nung and Mr. Nguyen Huu Khanh, Chairman of An Giang Talent Support Fund, presented scholarships to students.
By March 2025, the total remaining balance of the provincial Education Promotion Fund achieved positive results, with Thoai Son district leading (with 22.4 billion VND). At the district level, 5 localities exceeded the 2 billion VND mark, including Thoai Son, Chau Thanh, Cho Moi, Long Xuyen City and Chau Doc City. At the commune level, 50/155 communes, wards and towns reached or exceeded the 500 million VND/fund mark. "Project 347/DA-UBND is a humane policy, creating a boost for the education promotion movement from the grassroots level. The establishment of a stable district and commune-level Education Promotion Fund will help ensure that no student has to drop out of school due to poverty, while also arousing and promoting the tradition of studiousness of An Giang people," said Mr. Le Van Nung, former Standing Deputy Secretary of the An Giang Provincial Party Committee.
Accordingly, the mobilized funds are used by localities for the right purposes, publicly, transparently and flexibly, such as: Supporting poor students to overcome difficulties, giving scholarships, bicycles, and learning tools; praising students who pass university and college entrance exams, and rewarding teachers with many contributions. “We take prestige as the foundation, take publicity as a guarantee. The collection and disbursement of the fund is always transparent and clear. Thanks to that, the movement to mobilize to build the fund always receives great consensus from businesses, former students, and people living far from home” - Mr. Nguyen Kham, Chairman of the Thoai Son District Education Promotion Association said. “I was born into a poor family, my parents work for hire all year round. Thanks to the scholarship from the district Education Promotion Association, I can continue to go to school, no longer worrying about lack of books. I promise to try my best to study well so as not to disappoint the teachers and uncles who have helped me…” - Tran Quoc Dat (11th grade student in Vong The commune, Thoai Son district) shared.
In addition to positive results, the implementation of the project still has some limitations, such as: Some localities have not been really determined in directing; propaganda work is not deep and wide; many communes have not met the mobilization targets. Some places have not established their own funds or lack a team of association officials with mobilization capacity. The differentiation in mobilization results between localities is still quite large. In the period of 2021 - 2022, due to the impact of the COVID-19 pandemic, many businesses encountered difficulties, leading to limited resource mobilization. Therefore, the Provincial People's Committee identified key groups of solutions in implementing the project in the coming time: continuing to maintain a stable and sustainable fund, associated with building new rural areas and a learning society. Continuing to organize training and coaching to improve fund management capacity for association officials at all levels. Increasing publicity and transparency in revenue and expenditure, applying digital technology for effective management. Replicate innovative models and effective methods, promote the role of communication and attach responsibility to leaders. Flexibly allocate funds to ensure that localities proactively use them for the right purposes and the right objects...
