The National Assembly passed a Resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong city.

(Haiphong.gov.vn) – On the morning of June 27, the National Assembly voted to pass the Resolution on piloting a number of special mechanisms and policies for the development of Hai Phong city, with 447/449 delegates participating in the vote in favor, reaching a rate of 99.55%.

The Resolution consists of 12 articles, stipulating many important contents to create favorable conditions for Hai Phong to maximize its potential and advantages, and make stronger breakthroughs in socio -economic development. The Resolution takes effect from July 1, 2025.

The notable point in this Resolution is that the National Assembly agreed to establish the Hai Phong Free Trade Zone with a series of specific policies. According to the Resolution, the Free Trade Zone is an area with a defined geographical boundary, established to pilot outstanding, breakthrough mechanisms and policies to attract investment, finance, trade, tourism , high-quality services to promote exports, industry, research and development (R&D) activities, and attract high-quality human resources.

The Commercial Zone is organized into functional areas, including: production areas, port and port logistics areas, logistics centers, trade - service areas and other types of functional areas as prescribed by law. The functional areas in the Commercial Zone that meet the conditions of non-tariff zones as prescribed by law are guaranteed customs inspection, supervision and control activities by customs authorities and state management activities in the corresponding fields of relevant agencies as prescribed by law.

The authority, order and procedures for establishing the Trade Zone are stipulated as follows: The City People's Committee decides to establish and adjust the boundaries of the Trade Zone associated with the Dinh Vu - Cat Hai Economic Zone and the Southern Coastal Economic Zone of Hai Phong. The order and procedures for establishing, expanding and adjusting the boundaries of the Trade Zone are implemented according to the order and procedures for establishing and adjusting the boundaries as for Industrial Zones under the authority of the Provincial People's Committee as prescribed by law. The City People's Committee organizes the establishment, appraisal and approval of local adjustments to the city's master plan within the boundaries of the Trade Zone; The City People's Committee performs the tasks and powers of state management of the Trade Zone according to the regulations on the management of Industrial Zones and Economic Zones.

The Hai Phong Economic Zone Management Board is an agency under the City People's Committee that directly performs state management of the Economic Zone; manages and organizes the implementation of the function of providing public administrative services and other support services related to investment, production and business activities for enterprises in the Economic Zone.

Land use for all types of land in the Trade Center Zone is carried out on the basis of planning targets and national land use plans allocated to the city by competent authorities. In case of exceeding the national land use targets allocated to the city, the city will update it in the next planning period and land use plan.

Foreign investors establishing economic organizations in the Free Trade Zone do not have to carry out procedures for granting an Investment Registration Certificate before establishing the economic organization. In case of implementing an investment project, the Investor or economic organization shall carry out investment registration procedures according to regulations.

The National Assembly allows Hai Phong to establish a venture capital fund from the budget to invest capital in high-tech enterprises and creative startups. Officials and civil servants using capital from this fund are exempt from liability in case of damage due to objective risks, have fully implemented the process and are not self-interested.

In addition, the Resolution also stipulates a 50% reduction in personal income tax for 10 years for experts, scientists, people with special talents, managers, and highly qualified workers with income from salaries and wages arising from performing work at the Hai Phong Free Trade Zone.

The National Assembly also agreed to exempt visas and grant 10-year temporary residence cards to foreigners who are experts, scientists, people with special talents and family members (wife, husband, children under 18 years old) working at enterprises headquartered in the Hai Phong Free Trade Zone...

One of the specific policies in the Draft Resolution is the annual policy of the central budget supplementing the city budget with the target of 70% of the increase in central budget revenue from import-export activities excluding value added tax. In essence, this is a bonus for exceeding revenue from import-export activities compared to the estimate assigned by the Prime Minister to encourage localities to strive to increase revenue and contribute more to the central budget. At the same time, it creates conditions for Hai Phong city to have more resources to invest in projects, infrastructure works of economic zones, industrial parks, commercial zones and socio-economic infrastructure of Bach Long Vi island.

Regarding the policy of land recovery for the construction of logistics centers, land recovery for interstitial land, land recovery for the construction of Hai Phong Trade Center, which is different from the provisions of the Land Law. In Document No. 15538-CV/VPTW dated June 21, 2025 of the Central Party Office, the Politburo agreed to propose regulations on 3 cases of land recovery that are different from the provisions of the Land Law in the direction that this is a pilot policy, implemented within a certain period of time and in a specific area. "Allowing the pilot application of these policies will create conditions for the city to be proactive, take advantage of land resources, improve competitiveness to attract investment, create momentum for socio-economic development of Hai Phong city, contributing to the completion of the high growth target of the Red River Delta and the whole country in general in the period of 2026-2030"./.
