Deputy Prime Minister Le Thanh Long and the working delegation inspected the construction of construction items at the Project 2 of Bach Mai Hospital and Viet Duc Hospital.
According to the report of the Ministry of Health , implementing the Government's direction on completing the construction of the 2nd facility project of the two hospitals and putting it into use in 2025 (striving to complete before November 30, 2025), in the past time, the Ministry of Health has regularly inspected and urged the construction site to grasp the progress, promptly resolve problems and carry out a number of tasks: arranging capital for the 2 projects of 2,458 billion VND; directing the 2 hospitals to second personnel to closely coordinate with the investor to review and adjust the list of medical equipment in accordance with the needs and the market, in which it has been determined that about 40% of medical equipment will be purchased directly without bidding; conducting the consolidation and supplementing of the leadership of the Project Management Board (PMB); giving opinions approving the policy of supplementing the operating budget of the PMB from the reserve fund.
The Project Management Board has made efforts to ensure project management and operation; 2 Hospitals have developed an Operational Plan and actively coordinated with the Project Management Board in many work contents (especially purchasing medical equipment), and are preparing human resources and conditions to go into operation.
The Ministry of Health's leaders said that regarding the construction progress of the construction items at the two projects, Bach Mai Hospital strives to complete the construction packages before August 15, and Viet Duc Hospital strives to complete them before September 15. The Ministry of Health will continue to direct the Project Management Board to urgently coordinate with the Fire Prevention and Fighting and Rescue Department (Ministry of Public Security) in completing the construction, inspection and preparation for acceptance of fire prevention and fighting work; Direct Bach Mai and Viet Duc Hospitals to review and propose a list of medical equipment that needs to be designated for bidding to ensure that it meets the hospital's professional requirements and meets the project completion schedule.
At the meeting, representatives of contractors also clearly reported on the work being implemented to ensure the progress of the required packages and made some recommendations on financial issues such as: payment for construction of packages according to the technical value of the packages; banks expanding credit loans for the project packages... Representatives of the leaders of Viet Duc Hospital and Bach Mai Hospital reported on the work contents in the Operation Project of the 2 Hospitals, including urgently arranging human resources, completing information technology infrastructure to connect and unify operations between facilities 1 and 2; purchasing medical supplies and equipment to serve facility 2 when it comes into operation... Hospital leaders also made recommendations to the Government, the Ministry of Health, and central ministries and branches on a number of contents such as: completing items of procurement of medical supplies and equipment; promptly approving a specific financial mechanism for the hospital to recruit talented people to serve at facility 2...
Reporting to the Deputy Prime Minister and the working delegation, Chairman of the Provincial People's Committee Pham Quang Ngoc said that in order to meet the housing needs of doctors, medical staff, and management staff of the two hospitals working long-term in the locality, Ninh Binh province has arranged a land fund of about 28.5 hectares to build a housing area in a convenient location with synchronous social infrastructure. In early June 2025, the province started construction of 2 social housing projects from the provincial budget (scale of 600 apartments) with a total investment of about 430 billion VND, expected to be completed by the end of 2025. Regarding human resource preparation, the province has directed the Provincial Medical College to coordinate with Viet Duc Hospital to jointly train human resources, ready to respond when the hospitals come into operation. Along with that, the Provincial People's Committee coordinated with Bach Mai Hospital to carry out investment procedures to build Bach Mai University of Medicine and Pharmacy at Nam Cao University Area; Carry out investment procedures for a social housing project of two 9-storey buildings to provide housing for students studying at schools.
Concluding the working session, Deputy Prime Minister Le Thanh Long emphasized that the Government is determined and resolute in directing the two projects of Bach Mai Hospital and Viet Duc Hospital to come into operation in 2025. He acknowledged and highly appreciated the efforts of the Ministry of Health, the Project Management Board, hospitals, Ninh Binh province and contractors in implementing the work contents to achieve positive results in the progress of the construction of the two projects.
To put the second facility of the two hospitals into operation on schedule and according to the set plan, Deputy Prime Minister Le Thanh Long requested: The Ministry of Health coordinates with relevant ministries and branches to remove financial and capital mechanism obstacles for construction contractors. Pay attention to promoting supervision of completion to ensure on-schedule progress. For the Project Management Board, it is necessary to closely follow the plan, focus on human resources, time, intelligence, enthusiasm, and work closely with contractors to implement the work. Contractors need to be more determined, work overtime, arrange engineers and workers to speed up the progress of equipment and IT infrastructure packages. The Deputy Prime Minister requested that in July 2025, the Ministry of Health and relevant ministries and branches urgently report to the Prime Minister on solutions to remove obstacles for these two projects.
