Developing AI models with Vietnamese characteristics

Within the framework of the Vietnam-Asia Digital Transformation Summit 2025, experts said that Vietnam has enough potential to develop its own unique artificial intelligence (AI) models, if it has the support of the State in terms of infrastructure, data and appropriate policies. This is not only a technological opportunity but also a strategy to preserve language sovereignty and promote national digital capacity.

According to Nhan Dan Newspaper, Mr. Nguyen Tu Quang, Vice President of the Vietnam Software and Information Technology Services Association (VINASA), affirmed that Vietnam does not lack high-quality human resources to develop large language models (LLM) similar to GPT. In fact, of the four key technologies that make up ChatGPT, two are authored or co-authored by Vietnamese people. Vietnamese engineers are also present at the world's leading technology corporations such as Google.

However, building a “Vietnamese GPT” is a complex problem, requiring clean language data sources, strong computing infrastructure, highly specialized personnel and a large enough market for the model to operate effectively. The recommended direction is to gradually develop capacity through practical applications such as Vietnamese virtual assistants for public services, AI platforms supportingeducation in remote areas, voice-based disease diagnosis or digitizing ethnic minority languages.

Experts suggest that the State should play a role in creating and master planning, building a clear legal corridor and creating a level playing field between the public and private sectors. In addition, it is necessary to soon form a public AI center to support small businesses and startups in accessing infrastructure and computing resources.

Citing experiences from Singapore, Japan and Thailand, opinions suggest that Vietnam can implement stimulus policies by supporting most of the costs for businesses applying AI products and services, thereby forming a strong enough domestic AI market. With more than one million domestic businesses, the potential for development is huge.

According to Vietnamnet Newspaper, Mr. Nguyen Quoc Cuong, Solution Architect and AI expert of Dynamic Software Solutions Company, said that AI is being deployed in both the private sector and state agencies. Applications such as smart meeting rooms, virtual assistants, security monitoring, and smart traffic have shown remarkable effectiveness. However, the implementation process still has many bottlenecks in terms of data, infrastructure, human resources, and law. Data collection is very difficult due to the lack of a clear framework, while state-owned enterprises are not ready to invest in specialized hardware due to high costs and rapid depreciation.

Another reality mentioned by Mr. Vu Thanh Tung, Product Director of AI Cloud GreenNode, is that the time to implement and accept projects in the public sector is often very long, disrupting the cash flow of businesses. This situation makes many technology companies hesitate to invest deeply in the public sector. Mr. Hoang Van Hoi, General Director of Dynamic Software Solutions Company, said that the main reason is the lack of specific case studies for each industry and each locality and the current unclear legal framework regarding budget, implementation time, efficiency assessment and acceptance.

However, businesses highly appreciate the birth of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development. These two legal documents are expected to create positive changes in removing procedures, promoting investment and opening up opportunities for all businesses to participate in solving national problems using AI technology.
