Vice Chairman of the City People's Committee Le Quang Nam said that the City People's Committee issued Decision No. 63/2023/QD-UBND dated December 28, 2023 on the city's architectural management regulations (regulations) consisting of 5 chapters and 28 articles.
After more than 1 year of implementation, management agencies have been applying the regulations to state management practices on landscape, space and architecture, construction licensing and construction investment control. In many districts, the regulations are used as a legal basis to replace outdated regulations, especially in areas that do not have or are no longer suitable for previous detailed construction planning.
However, since the time the regulation was issued, new legal regulations have been issued and adjusted, such as the Housing Law, Land Law, Urban and Rural Planning Law, and decrees detailing the above laws...
In particular, the context of implementing the merger of administrative apparatus, organizing local government at 2 levels, and changes in the boundaries of administrative units in the area where the regulations are made also affect the contents and authority. This requires reviewing and adjusting to ensure consistency and consistency in the management of architecture and construction in the area.
At the workshop, experts and representatives of management agencies exchanged, discussed and contributed in-depth and multi-dimensional professional opinions to fully complete the architectural management regulations - an important legal document.
The Regulations are a solid legal corridor for the management of urban and rural architecture and landscape, preserving historical and cultural values, and developing modern, sustainable and unique landscapes and architecture in the city.
The city leaders received the opinions of the delegates attending the workshop and assigned the Department of Construction to synthesize the opinions to advise the City People's Committee accordingly.

According to Dr. Architect To Van Hung, Deputy Secretary of the City People's Committee Party Committee, this is an opportunity to build a comprehensive regulation on the management of city architecture, especially in conjunction with Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era.
Accordingly, the development of regulations needs to pay attention to the following characteristics: in Vietnam's practice, encouraging innovation; aiming for sustainable development, green architecture and energy saving; easy to understand, easy to apply, and consistent among localities.
According to Associate Professor, Dr. Architect Nguyen Anh Tuan, Faculty of Architecture, University of Technology (University of Danang ), member of the City's Architecture Advisory Council, the regulations need to be supplemented on the management of traffic hubs, such as BOT stations, high-speed railways, etc.
In addition, it is necessary to supplement regulations on riverside landscapes. In addition to the Han River and coastal landscapes, it is necessary to regulate other riverside landscapes such as the Co Co River and the Do Toa River. The city also needs to supplement regulations on the protection and zoning of heritage and relics according to the Heritage Law (2013), in addition to supplementing management regulations for valuable architectural works.
