Promoting the strengths of international economic integration

Quang Ninh has been affirming its pioneering role in international economic integration in Vietnam.

Leaders of the Department of Industry and Trade introduced and promoted Quang Ninh agricultural products and OCOP products to international friends at the 2024 ASEAN - China Import-Export Trade Fair.

International economic integration is one of the important driving forces for Quang Ninh to realize the goal of rapid and sustainable socio-economic development, and economic restructuring towards modernization. Accordingly, in recent times, Quang Ninh province has drastically and effectively implemented directives, resolutions, programs and plans on international economic integration; actively participated in regional cooperation frameworks, notably the expanded inter-regional cooperation in the Gulf of Tonkin, and the Nanning - Singapore economic corridor; the conference on economic corridor cooperation of 5 provinces and cities of Vietnam - China, the event "Europe Day" to connect and enhance mutual understanding with international partners... Relevant departments and branches have also proactively updated legal documents, mechanisms and policies for developing border trade, tourism and agriculture , thereby helping businesses in the province grasp the regulations and information related to the import and export of goods. In particular, the province has focused on disseminating the Free Trade Agreements (FTAs) that Vietnam has signed, such as AFTA, the ASEAN-China Economic Cooperation Framework Agreement, and the ASEAN-China Trade in Goods Agreement, helping local businesses enjoy tariff incentives when exporting.

A typical example of this effort is that the Industry and Trade sector has closely followed the direction of the Ministry of Industry and Trade and the province to proactively propose and issue many mechanisms and policies suitable to local realities. Notably, it has advised the Provincial People's Committee to continue implementing Directive No. 38/CT-TTg of the Prime Minister on strengthening the implementation and effective exploitation of FTAs that have come into effect, including UKVFTA, CPTPP and EVFTA. Along with that, the sector has also actively compiled and issued specific guidance documents such as "Guidelines for exporting fresh fruit to the Chinese market" or "Comparison of the EVFTA and UKVFTA", contributing to improving the integration capacity of enterprises. In parallel with the above activities, the Industry and Trade sector also plays an important role in advising the province to organize many delegations to participate in international fairs and exhibitions, thereby not only expanding international exchange activities with countries in the ASEAN bloc, Japan, and Korea, but also organizing economic exchange activities combined with trade and tourism promotion. The ultimate goal is to enhance the international integration capacity of the business community in the province and widely promote the image, people and culture of Quang Ninh to international friends. Thanks to the synchronous implementation of support solutions, many enterprises in the province have effectively taken advantage of tariff incentives from free trade agreements (FTAs). By the end of May 2025, 35 enterprises had been supported to carry out export procedures for new products such as seafood, knitted fabrics, flower sugar tea, etc. to potential markets such as the US, Norway, Switzerland, and Taiwan, in order to enjoy incentives under the FTAs that Vietnam has signed.

Mong Cai City has also received investment of thousands of billions of VND from the province to improve and enhance the quality of economic and technical infrastructure, ensuring the process of international economic integration and connection between ASEAN countries and China in general, and between Quang Ninh (Vietnam) and Guangxi (China) in particular. Eight years ago, Bac Luan II Bridge was inaugurated and put into use, contributing to reducing traffic volume through Bac Luan I Bridge, promoting trade and tourism cooperation between Quang Ninh and Guangxi, gradually completing the external transport system, creating development momentum for Mong Cai Border Gate Economic Zone. Recently, the Ha Long - Van Don - Mong Cai expressway has been invested and completed, creating new momentum for the province on the path of international economic integration and development connection between the provinces and cities of the Red River Delta with China.

Thanks to efforts to integrate deeply, in the first 6 months of 2025, the export turnover of Quang Ninh enterprises reached about 1.95 billion USD, up 15.2% over the same period, exceeding the growth scenario of 1.4%. Import turnover is estimated at 2.195 billion USD, up 15.8% over the same period. This is a positive signal, affirming the effectiveness of the international economic integration strategy.

In order to meet the investment needs of foreign investors in the area, in addition to promoting investment attraction with open and convenient mechanisms and policies, the province has planned industrial parks and economic zones and invested in synchronous technical infrastructure up to the fence. Currently, industrial parks and economic zones are the province's key areas in attracting investment, part of the province's international economic integration program. Many large economic groups in the world from many countries and territories have invested in the province's industrial parks and economic zones, such as: Texhong Group (China), Rent A Port Group (Belgium), ISC Group (Australia), Sam Sung Group (Korea), Amata Group (Thailand), Foxconn Group (Taiwan), TCL Group (China).

Based on the achievements, Quang Ninh is setting out many strategic solutions to meet the requirements of increasingly deep international economic integration. In particular, focusing on training high-quality human resources to meet the needs of enterprises and state management agencies. At the same time, strengthening domestic and foreign trade promotion activities, promoting cooperation, joint ventures and associations to expand the market for the province's products. Along with that, the province will also promote attracting foreign investment and ensure the progress of disbursement of committed capital sources; have a reasonable orientation to attract investment in priority areas and fields, in order to maximize the potential and strengths of the locality.

In addition, Quang Ninh will continue to promote administrative reform and improve the investment environment, creating a solid foundation to effectively attract domestic and foreign investment resources. The province will also strongly apply the achievements of the Fourth Industrial Revolution, promote the development of smart education, smart production, smart management, build e-government, smart cities and green cities, and train smart citizens. In particular, Quang Ninh will selectively improve the efficiency of FDI attraction, prioritizing processing and manufacturing projects using advanced technology, new technology, high technology, clean technology, with modern governance, high added value, spillover effects and the ability to connect to global production and supply chains.

Finally, the province will develop and complete the import-export service infrastructure system at the border gate area and border gate economic zone. At the same time, fully prepare the material conditions to effectively exploit economic and trade cooperation programs with China. Quang Ninh will also promote cooperation and regional linkages with foreign localities with trade and tourism strategies in line with the ASEAN-China Free Trade Agreement (ACFTA), in order to maximize its role as an important gateway and cooperation bridge between ASEAN and China and the world. The province will actively implement regional linkage activities within the framework of the "Two Corridors - One Economic Belt" Vietnam - China, and form strategic relationships with prestigious partners and large economic groups in the world to create intertwined interests and promote economic development.
