Breaking up a large-scale fake medical alcohol production and trading ring

On July 15, information from Ha Tinh Provincial Police said that the Police Department investigating crimes related to corruption, economics , smuggling and the environment has just dismantled a large-scale fake medical alcohol production and trading ring.

According to the investigation, on June 5, the Police Department for Investigation of Crimes of Corruption, Economy, Smuggling and Environment of Ha Tinh Provincial Police conducted inspections at enterprises and retail stores of drugs and pharmaceuticals in Ha Tinh and discovered and seized more than 2,000 70 and 90 degree ethanol medical alcohol products bearing the Ngan Ha brand name produced by Ngan Ha Pharmaceutical Investment Company Limited, showing signs of being counterfeit and poor quality.

Expanding the investigation, the police searched the production workshop of Ngan Ha Pharmaceutical Investment Company Limited (located in Doc village, Binh Minh commune, Thanh Oai district, Hanoi - now Thanh Oai commune, Hanoi), seizing an additional 13,812 finished 70 and 90 degree ethanol alcohol products in bottles.

Test results showed that these products were made from industrial alcohol with high methanol content - a substance that can cause nerve damage, blindness, and even death if exposed or inhaled.

Authorities identified Pham Dinh Dung (39 years old) as the director and legal representative of Ngan Ha Pharmaceutical Investment Company Limited.

However, all production and business activities are directly operated and managed by Pham Dinh Tuan (37 years old, Dung's younger brother) - former vice chairman of the People's Committee of Chuc Son town, Chuong My district, Hanoi (now Chuong My commune, Hanoi).

From the beginning of 2025 until now, Tuan has directed Dung and his employees to buy 99% industrial alcohol (with high methanol content) to mix and produce finished medical alcohol products, then label them with fake labels and distribute them to the market, consuming them in many provinces and cities across the country.

The Investigation Police Agency of Ha Tinh Province Police has decided to prosecute the criminal case of "producing and trading counterfeit goods".

Continuing to fight against the above-mentioned crimes, on June 9, the Police Department of Investigation of Crimes on Corruption, Economy, Smuggling and Environment inspected medical product warehouses in the province and discovered and seized 408 bottles (500ml capacity) of 70-degree ethanol alcohol and 90-degree ethanol alcohol products of the AB brand, produced by An Binh Medical Supplies Trading Joint Stock Company (located in Dinh Mo village, Xuan Lai commune, Gia Binh district, Bac Ninh - now Gia Binh commune) which were counterfeit and poor quality.

Conducting an inspection at An Binh Medical Supplies Trading Joint Stock Company, we discovered and seized an additional 4,000 70-degree and 90-degree alcohol products in 500ml bottles bearing the AB brand name, which were counterfeit and of poor quality.

Through initial investigation, the authorities determined that from April to May 2025, Nguyen Van Dien (37 years old), general director of An Binh Medical Supplies Trading Joint Stock Company, directed employees to use industrial alcohol (high methanol content) to produce 70-degree and 90-degree ethanol medical alcohol products under the AB brand.

These products are then sold and distributed to many provinces and cities such as Ha Tinh, Nghe An, Thanh Hoa, and Hai Phong for consumption.

Currently, the Investigation Police Agency of Ha Tinh Province Police is continuing to investigate, consolidate documents and evidence to handle the violations of related suspects for handling according to the provisions of law.
