This is a worthy achievement for a journey full of efforts, demonstrating innovative thinking, the spirit of overcoming difficulties and the strong consensus between the government and the people. From rural areas with many difficulties, both districts have gradually risen up with creative ways, focusing on infrastructure investment, improving the quality of life, preserving cultural identity and building a green, clean and beautiful living environment. This journey not only affirms Dong Thap's pioneering position but also opens up expectations for a more civilized, modern and livable rural future.

Cao Lanh District - steady on the new journey
Recalling the early days of implementing the New Rural Development Program, Cao Lanh district was a locality with unsynchronized infrastructure and low income. However, with unceasing determination, after 14 years of implementing the National Target Program on New Rural Development, Cao Lanh district has undergone a strong transformation. The district achieved the New Rural Development standard in 2020, was honored to receive the title of Labor Hero in the renovation period in 2021, and is now an advanced New Rural Development district.
Speaking at the ceremony to announce the Prime Minister's Decision recognizing Cao Lanh district as meeting advanced NTM standards in 2024, Provincial Party Secretary Le Quoc Phong congratulated the Party Committee, government and people of Cao Lanh district on this great result, and emphasized: "This is an event of special significance, marking an important milestone in the locality's socio-economic development journey, the result of the relentless efforts, consensus and determination of the entire political system and the people".
Looking back at the journey of efforts and breakthroughs of Cao Lanh district in each period with the telling numbers that have demonstrated the comprehensive change of the locality. In 2020, Cao Lanh district had 100% of communes meeting the NTM standards. Up to now, 10/17 communes have met the advanced NTM standards and My Tho town has met the civilized urban standards. Traffic infrastructure has been invested synchronously, 100% of district roads have been upgraded to meet technical standards, the bridge and culvert system is solid. The average income in rural areas in 2024 will reach more than 68 million VND/person/year, an increase of more than 48 million VND compared to 2011. The multidimensional poverty rate has decreased to 2.09%, the rate of people using clean water has reached 91.49%.
In particular, Cao Lanh district has pioneered in applying science and technology to production. The district has 2 recognized Smart Villages, 78 OCOP products (19 4-star products, 59 3-star products) and has been granted 423 growing area codes for fruit trees and rice, with a total area of over 31,000 hectares. Models such as: Farmers' Association, clean and organic agricultural production, community tourism associated with rural areas and especially digital transformation in agricultural production have brought high economic efficiency, increasing the value of agricultural products.
With the motto "State and People work together", Cao Lanh district has mobilized nearly 20 trillion VND for the New Rural Construction Program in the 2011-2024 period, of which people and businesses contributed more than 1,560 billion VND.

Thap Muoi District - a bright spot in advanced NTM
Promoting the potential of agriculture with the participation of the entire political system and the consensus of the people, up to now, Thap Muoi district has been recognized by the Prime Minister as meeting the advanced NTM standards in 2024.
Speaking at the ceremony to announce the Prime Minister's Decision recognizing Thap Muoi district as meeting advanced NTM standards in 2024, Chairman of the Provincial People's Committee Tran Tri Quang affirmed: "This is not only a title, but also a worthy achievement for the Party Committee, government and people of Thap Muoi district. This is also a common honor for Dong Thap province, clearly demonstrating the spirit of solidarity - creativity - resilience to overcome difficulties".
In just 5 years of building an advanced NTM, Thap Muoi district has created a completely new look. Average income per capita has skyrocketed, reaching over 72 million VND/person/year, an increase of over 25 million VND compared to the time the district met the NTM standards. The poverty rate is 0.78%, down 1.67% compared to 2019. Currently, Thap Muoi district has 12/12 communes meeting the NMT standards, 8 communes meeting the advanced NTM standards and 1 commune meeting the model NTM standards. More than 700km of roads have been asphalted and concreted, reaching over 92% of the district's roads, creating favorable conditions for trading goods.
Thap Muoi District is also a pioneer in many advanced development models such as: smart fields applying 4.0 technology, the model of "Agricultural ecosystem experience tourism associated with conservation and promotion of cultural heritage values", "River without garbage", "Turning waste into money", "Living countryside"... In particular, the district pioneered the implementation of the Project of 1 million hectares of high-quality and low-emission rice at Thang Loi Agricultural Service Cooperative. This shows the strategic vision and flexibility in adapting to sustainable development trends.
The decisive factor for the success of Thap Muoi lies in the innovation of leadership methods, skillful application of mass mobilization, "listening to people, speaking so that people understand, making people believe, using people to mobilize people". The consensus of the people is clearly shown through the number of 99.84% of people satisfied with the results of building advanced new rural areas. In the period of 2011 - 2024, the district mobilized nearly 19,000 billion VND, of which people contributed more than 1,340 billion VND.

Improving thinking - A solid foundation for modern countryside
The achievements of the advanced NTM of Cao Lanh and Thap Muoi districts do not stop at roads, bridges or solid constructions. It is also a profound change in the thinking of the people, the staff and the entire political system. This is a solid foundation for Dong Thap to continue building modern and civilized rural areas.
Both Cao Lanh and Thap Muoi districts have been promoting the application of information technology in life and production. Cao Lanh district with 41% of farmers knowing how to apply IoT, exploit supply and demand information via the Internet, online shopping and the mobile application "Cao Lanh Companion" are clear evidences. Thap Muoi district has formed a team of "digital farmers" with the qualifications and capacity to apply information technology to master technology, helping to increase the efficiency of absorbing and applying science and technology...

Emphasizing the importance of promoting digital transformation in the new rural areas and building smart villages, in the coming time, Provincial Party Secretary Le Quoc Phong directed localities to raise awareness and digital skills for people, businesses, and business households in the area to promote the movement of "Popular digital education" according to Resolution No. 57-NQ/TW of the Politburo.
The new rural construction program is a journey that “has only a starting point, no end point”. The achievements today are the foundation for Cao Lanh district and Thap Muoi district and the communes following the administrative unit arrangement to continue to inherit and enter a new stage of development, more sustainable, better quality and deeper.
The transformation of Cao Lanh and Thap Muoi districts is the clearest proof: Advanced NTM is not only about investing in physical infrastructure, but also a revolution in thinking, management methods, production organization and especially the consensus of each person. This is the decisive factor for Dong Thap to continue to grow, affirming its position as "Land of Pink Lotus" on the country's development map.
