Efforts to realize the double-digit growth target - Part 3: Breakthroughs from specific mechanisms

Implementing the "four pillars" of policy

Recently, the Politburo issued four fundamental resolutions, including: Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on private economic development. These four resolutions are identified as the "four pillars" of the national development institution, paving the way for the nation's strong aspirations in the new era.

Da Nang City, with its sharp strategic thinking, has shown early initiative in concretizing the spirit of the resolutions into practice. The Steering Committee for the implementation of Resolution No. 57-NQ/TW of the city issued Plan No. 01-KH/BCĐ dated June 23, 2025 to implement Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee.

Accordingly, the city basically completed 6/6 goals and 11/11 tasks for the period up to June 30, 2025. The Ministry of Science and Technology assessed that Da Nang city completed all tasks of digital transformation, interconnected and synchronized to prepare for the implementation of the 2-level local government model, and is 1 of 4 localities that have implemented it very well in the past time.

Resolution No. 59-NQ/TW emphasizes that international integration today is no longer simply about expanding cooperation, but has become an endogenous driving force associated with innovation, transforming growth models, building an independent, self-reliant and proactive economy, contributing to solving global problems.

In order to materialize the spirit of the resolution, the city has proactively expanded foreign relations, established and maintained cooperation with more than 60 localities of 24 countries and territories. Da Nang has not only expanded its cooperation network but also improved the quality of integration by signing key projects such as: implementing the Integrated Center for Controlling the Resilience of Green and Smart Urban Areas in Da Nang with Daegu (Korea); cooperating in developing green seaports with Sakai (Japan); urban planning and management with Yokohama (Japan)...

At the same time, Da Nang is actively implementing Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW with a common orientation: institutional reform is the lever, the private sector is the most important driving force. The implementation of the two resolutions in the city is associated with the implementation of specific mechanisms and policies that the Central Government has issued specifically for Da Nang in recent times, creating an important advantage to help Da Nang have more room for development.

After the merger, Da Nang not only expanded its development space, but also had a strong business force with more than 53,000 businesses and branches, representative offices in operation; total registered capital reached 510,000 billion VND. This is a favorable condition for the private economy to make a breakthrough in growth in the coming time.

Mr. Nguyen Tien Quang, Director of the Vietnam Federation of Commerce and Industry (VCCI) - Central and Central Highlands region, acknowledged that a common point of the "four pillars" of this resolution is that the keywords "entrepreneurs, enterprises" are mentioned prominently and centrally. This further affirms the increasingly important role and position of enterprises and entrepreneurs in the prosperous era of the nation and the country.

With the new context and new opportunities, Da Nang businesses and entrepreneurs will strive to promote their “heart and vision” to stand shoulder to shoulder with businesses and entrepreneurs nationwide; overcome difficulties and challenges, achieve new achievements, and make an important contribution to the prosperity of the country in the new era.

Focus on implementing specific mechanisms

In the period of 2024 - 2025, the Central Government issued a series of mechanisms and policies for Da Nang city to remove remaining difficulties and obstacles as well as maximize its existing potential and advantages. On May 2, 2024, the Politburo issued Conclusion No. 77-KL/TW on the project "Plan to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities".

On that basis, the National Assembly issued Resolution No. 170/2024/QH15 dated November 30, 2024 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in Ho Chi Minh City, Da Nang City and Khanh Hoa Province, effective from April 1, 2025. Thereby, creating a specific legal corridor to help Da Nang have a basis to remove long-standing bottlenecks.

A representative of the Department of Agriculture and Environment said that immediately after receiving the Central's direction, the department advised the City People's Committee to issue implementation plans, specifically: Plan No. 890/KH-UBND dated October 23, 2024 and Plan No. 115/KH-UBND dated April 22, 2025, in which tasks are clearly assigned to each department, branch, and locality.

The Department also advised the City People's Committee to establish a specialized working group, proactively coordinate with other sectors, closely follow each group of contents from collecting financial obligations, re-determining land prices, handling backlogs regarding land use terms, to resolving complicated legal problems of projects on Son Tra peninsula...

On June 26, 2024, the National Assembly passed Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, effective from January 1, 2025. By the end of June 2025, the City People's Council passed 12 resolutions, including 10 legal documents to specify the contents of implementing Resolution No. 136/2024/QH15.

Specifically, regulations on decentralization of revenue sources, budget expenditure tasks; encouraging creative startups, tax exemption, financial support; controlled testing of new technologies; management of science and technology infrastructure; information and communication; development of human resources for semiconductors and artificial intelligence; certification of enterprises in the high-tech sector; separation of compensation and site clearance projects from transportation projects; land recovery process and licensing of construction of public works.

According to Mr. Nguyen Thanh Hong, Director of the Department of Science and Technology, the initial results of implementing Resolution No. 136/2024/QH15 in the field of science and technology include: 2 enterprises approved by the City People's Council, recognized as strategic partners in the field of semiconductor microchips and artificial intelligence including FPT Corporation and Marvell Vietnam Technology Company Limited; 25 projects were granted decisions on site arrangement at Da Nang Software Park No. 2; approved funding to support 12 innovative startups and incubators with a total support budget of 5 billion VND...

At the same time, the Department of Staff of the City People's Committee proposed that the Central Government allow the expansion of the implementation of 7 policy groups issued by the City People's Council to concretize Resolution No. 136/2024/QH15 throughout the area after the merger.

Currently, Da Nang is the first locality in the country to have two new development models simultaneously implemented: a free trade zone and an international financial center. This is a breakthrough in attracting medium and long-term financial resources, creating a foundation for socio-economic growth of Vietnam in general and Da Nang in particular in the new period.

Mr. Pham Bac Binh, Chairman of the City Association of Small and Medium Enterprises, assessed that in terms of overall planning, Da Nang is aiming to become a center of finance, innovation and high-quality services.

In parallel, the free trade zone is the missing piece for the city to establish the role of a trade “hub” (a center for goods concentration at a strategic location) in the Central Highlands region. Looking at the broader picture, not many cities have the opportunity to simultaneously develop an international seaport, a free trade zone and a financial center. This is an important “launching pad” and if implemented synchronously, Da Nang will truly make a breakthrough.
